Department Summary
The University of Oregon (UO) holds the distinction of a “very high research activity” ranking in the Carnegie Classification of Institutions of Higher Education and is one of only two Pacific Northwest members of the Association of American Universities (AAU). In 2014, the University launched an ambitious fundraising campaign focused on supporting faculty excellence in teaching and research, creating access for outstanding students, and enriching the student experience. In 2017, the UO received a very generous $500M gift for the Phil and Penny Knight Campus for Accelerating Scientific Impact, which has resulted in a state-of-the-art research building and the arrival of new research-intensive faculty.
The Office of the Vice President for Research and Innovation (OVPRI) serves as an advocate and catalyst within the University for expanding the range and impact of UO's research, scholarship, and creative endeavors. The OVPRI also oversees sponsored programs, research compliance, technology transfer, and research development and administrative responsibility for numerous high-profile research centers and institutes and core research facilities, which provide opportunities for faculty across the university to collaborate on research efforts that are inherently interdisciplinary, and of significant societal importance.
Position Summary
The Office of the Vice President for Research and Innovation (OVPRI) is seeking a Human Resources (HR) Manager to provide leadership, management, consultation, and transaction execution. This is an exciting opportunity to work proactively and collaboratively with OVPRI and University HR staff to plan and execute strategies that meet the unique personnel objectives and diverse HR needs across the research enterprise (research administration, research core facilities, and centers and institutes).
The HR Manager reports to the Associate Vice President for Research Operations. Key responsibilities will include:
- Implement and manage effective strategy and operations for
OVPRI recruitment activities. This includes close coordination with
unit leads and search chairs to craft position descriptions, staff
search committees, promote diversity and inclusion in searches,
coach on effective search practices, and manage timelines to ensure
successful hires. This includes working in close coordination with
Research Finance and Business Administration (RFBA) to ensure
effective integration of HR functions at the transactional level
within the overall HR support structure.
- Provide expert support and guidance to OVPRI in human resource
functions to facilitate effective long-term HR planning, advance
diversity, equity, and inclusion efforts, and navigate complex HR
functions.
- Support the career development of Officers of Administration
and classified staff including working with managers to enhance
their management skills.
- Act as a resource to divisional staff and research centers and
institutes in HR policies and procedures for administrative,
classified, and research faculty employee groups, answering or
referring questions as needed to maintain consistency and alignment
with University HR.
- Represent OVPRI in relevant forums related to University Human
Resources, including union bargaining, the Academic Personnel
Working Group, HR Advisory committees, etc.
- Actively support the Vice President's goals for diversity,
equity, and inclusion (DEI) in OVPRI by supporting active
recruitment, staffing searches, leading exit and stay interview
processes, and keeping OVPRI informed of best practices as
developed by the UO's Division of Equity and Inclusion.
- Develop and implement clear HR processes, including the
definition of roles and responsibilities, in partnership with
RFBA.
- Oversee annual performance review process for all staff and
serve as an expert resource for supervisors in addressing
performance management challenges.
- Manage the research faculty review process.
Minimum Requirements - A bachelor's degree and five years of experience in human
resources administration; OR
- An equivalent combination of education and experience equal to
10 years.
Professional Competencies - Demonstrated knowledge of human resource management principles,
practices, policies, laws, and regulations.
- Demonstrated ability to support human resource administration
in a large, complex, matrixed organization.
- Demonstrated ability to work on human resource matters with a
diversity of employee groups including both represented and
unrepresented employees.
- Excellent interpersonal skills and the ability to handle
sensitive and confidential situations with demonstrated poise,
tact, and diplomacy.
- Ability to communicate effectively with external and internal
contacts, including presentation and facilitation skills; strong
written and oral communication skills, including the ability to
draft clear, respectful emails, procedures, and other
documents.
- Ability to exercise good judgment, diplomacy, and perceptual
objectivity to effectively and appropriately make
decisions.
- Aptitude to define problems, identify trends, collect data, and
establish facts to draw valid conclusions.
- Ability to efficiently manage processes and actions to
completion while adhering to timelines and adjusting to support
changing priorities with minimal oversight and
direction.
- Detail-oriented, excellent customer service skills, and the
ability to work on multiple projects simultaneously.
- Commitment to working collaboratively with faculty, staff, and
students from diverse backgrounds in an inclusive, welcoming
environment; ability to effectively work and communicate with
individuals from varied cultural backgrounds.
- Commitment to working collaboratively and inclusively,
maintaining poise and calm in stressful situations, and taking a
proactive approach that supports action even in the face of heavy
workloads and busy schedules of partners.
- Ability to develop and maintain strong working relationships
and collaborate in a matrixed organization.
- Demonstrated ability to work independently, manage projects and
initiatives, and solve problems.
- Proficiency in Microsoft Office suite or equivalent electronic
tools.
Preferred Qualifications - Professional work experience in higher education.
- Previous supervisory experience.
- Professional experience with the range of roles common to an
academic institution including staff and faculty, including grant
funded research related positions.
- Knowledge of payroll functions as they intersect with human
resources administration.
- Experience using human resources software, such as BANNER,
PageUp, or equivalents.
