The Johns Hopkins Pediatric, Adolescent, & Young Adult HIV/AIDS program (PAHAP) is a longstanding clinical program that provides comprehensive health and social services to infants, children, youth, and young adults through the age of 25 years living with or affected by HIV/AIDS at the Johns Hopkins Hospital, a JCAHO accredited health care institution. Our mission is to assure the best quality of life for children, adolescents, young adults and families living with HIV by providing state-of-the-art comprehensive medical care in the context of culturally sensitive and compassionate support services, without regard to ability to pay for these services. The PAHAP program is fully funded by the competitive Ryan White federal program, requiring development of grant applications responsive to the sponsor as well as reports demonstrating how the program is utilizing is meeting the proposed benchmarks and outcomes to assure continued funding.

The Department of Pediatrics seeks aProgram Managerto work under limited supervision, the primary responsibilities of the Ryan White Program Manager and Clinical Social Worker will be to oversee and manage all programmatic activities of Ryan White sponsored projects in the Department of Pediatrics to ensure delivery of high-quality comprehensive HIV care and to promote the mission, goals, and strategic vision of the Johns Hopkins PAHAP including: provision of mental health services for HIV-positive adolescents and young adults in the outpatient and inpatient setting; knowledge of and monitoring adherence to Ryan White Standards of Care and national HIV performance measures for infants, children, youth, and women with HIV; supervising and evaluating staff implementation of multiple Ryan White projects; and facilitating collaborations with clinical investigators who seek to enroll Ryan White patients into relevant research, including clinical trials.

Specific Duties and Responsibilities:

  • Complete detailed psychosocial assessments and provide ongoing social work services, medical case management, crisis intervention and mental health screenings and counseling toHIV positive children, adolescents, and young adults.
  • Independently or under supervision of psychiatrist and medical providers, provides comprehensive mental health assessment, develops mental health care plans, provides episodic and ongoing mental health counseling, and provides crisis intervention and referral for emergency treatment or inpatient admission for a population of HIV-positive adolescents and young adults.
  • Play a crucial role in the coordination of transition from the pediatric to the adult clinical care programs.
  • Utilize in-depth knowledge of Ryan White program history, federal legislation, local and state HIV planning and priority setting activities, local and state Ryan White Standards of Care for core medical services and support services, HRSA HIV Performance Measures, and HIV epidemiology in children, adolescents, and young adults to assess programmatic design and generate new initiatives for a comprehensive medical home model for HIV-positive children, adolescents, and young adults to achieve improved health outcomes and reduce health disparities in accordance with the National HIV/AIDS Strategy.
  • Utilize in-depth knowledge and advanced analytic skills to generate and review a complex clinical tracking and reporting database in order to monitor and effectively implement Ryan White program services and continuous quality management.
  • Represent the program in correspondence and through meeting attendance with funding agencies, including the Baltimore City Health Department, the Maryland Department of Health and Mental Hygiene, the US Health Resources and Services Administration, and local, regional, and national public health and educational meetings and conferences. Collaborates with the Program Director to provide Ryan White program leadership and representation in Harriet Lane Clinic management meetings and other interdisciplinary clinical teams involving HIV-related programs in the Johns Hopkins Hospital.
  • Prepares and presents data at internal and external program meetings for monitoring of progress in achieving Ryan White program goals and objectives and for continuous quality management, including site visits. Prepares and submits data and program reports to funding agencies in collaboration with Medical Director. Oversees the clinical quality management and improvement initiatives in the program.
  • Functions as the lead HRSA CAREWare (CW) administrator for the PAHAP – responsible for the entry, tracking and monitoring of all clinical and multiple other Ryan White mandated data elements into the CW database. Complete the annual RSR (Ryan White Service Report) for submission to HRSA with all errors and missing data corrected. Maintains detailed knowledge of Ryan White Client Level Data Reporting requirements and HAB (HIV/AIDS Board) standards and performance measures.
  • Utilizes comprehensive knowledge of program and epidemiological data to identify and analyze unmet needs of HIV-positive children, adolescents, and young adults, and writes successful competitive grant proposals to local, state, and federal funding agencies in collaboration with Medical Director to address those needs.
  • Works with the program directors to develop grant applications to additional funding mechanisms to fund programmatic activities and initiatives to build the program.
  • Utilizes senior management knowledge and skills to coordinate the programmatic and clinical implementation of multiple Ryan White sponsored projects to support a medical home for HIV-positive children, adolescents, and young adults
  • Promotes and ensures adherence by all program staff and faculty to operating procedures, HIV clinical standards of care, federal, state, and local reporting requirements, and all associated internal/external regulations; and identifies and resolves situations requiring special attention.
  • Accurately develops and completes grant applications, progress reports, budget development and management, thereby assuring continued funding.
  • Performs supervisory and training duties of the entire program staff in coordination with the PAHAP leadership, including participation in recruitment, mentorship for staff development, and performance evaluations of program staff in order to retain a diverse workforce.
  • Administers and ensures compliance with human resources policies and procedures; observes and assesses quality and productivity of work; provides feedback and discipline, as necessary; may provide technical supervision; develops knowledge, skills and abilities of staff, students, faculty and/or other clients; plans and supports employees in career development opportunities.
  • Utilizes in-depth knowledge of HIV client populations to facilitate collaborations with clinical investigators who seek to enroll Ryan White patients in research, including clinical trials, recommends clinically relevant questions for investigation, assesses eligibility of potential subjects, facilitates patient access to information about clinical research, maintains patient privacy, and supports informed decisions about research participation.

Minimum Qualifications:

Bachelor's degree in related discipline. Related Master's preferred. Five (5) years related experience. Demonstrated supervisory or lead responsibilities. Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum experience required for the respective job.

Preferred Qualifications:

  • Demonstrated experience in supervisory and/or program lead responsibilities.
  • Demonstrated experience in Ryan White program data monitoring and reporting highly preferred.

Additional Knowledge, Skills, and Abilities:

    Excellent interpersonal skills, excellent oral and written communication skills, experience supervising others including performance evaluation and feedback, experience designing and writing successful competitive grant applications to external funders, able to build relationships and networks of collaborators inside and outside the institution to achieve project goals, experience with and enthusiasm for working with HIV positive children, adolescents, and young adults along with their families. Knowledge and commitment to cultural competency, particularly important given population served (marginalized populations, including adolescents and young adults living with HIV, LGBTQ youth, etc.). Financial and budgetary competency, data assessment and analytical skills. Strong analytical, problem-solving and inter-personal skills. Ability to ensure and advocate for quality healthcare and supportive services Proficiency in Microsoft Office suite, including excel.
