Job Description SummaryMontgomery College, Advancement & Community Engagement, Office of Grants and Sponsored Programs, located in Rockville, MD, has an immediate need for a full-time Grants and Sponsored Programs Manager. The normal work schedule is Monday – Friday 8:30 am – 5:00 pm. This is a non-bargaining, exempt, grade 33 position. The Grants and Sponsored Programs Manager provides professional leadership for government grant activities as well as facilitation among varied internal departments and external agencies, including but not limited to: Academic Departments, Interdisciplinary Programs, Finance, Budget, Human Resources and Strategic Management, Procurement, Information Technology, Advancement and Community Engagement, Financial Aid, Public Relations, Government Relations, federal agencies, aides to federal Congressional representatives, Maryland state and county agencies, the Governor’s Grants Office, and partner organizations that include other educational institutions, non-profit organizations, professional associations, and individuals who collaborate with the College on grant projects. To effect these activities, the grants manager works with deans, department chairs, directors, faculty, staff, federal and state program officers, and collaborating partners across a wide array of organizations.

Job Description

Duties include but are not limited to:

  • Provide Grants Office leadership and support for pre-award grant activities, including matching College priorities with funding opportunities, promoting understanding of funding processes, and building understanding of the value of grants for the College. While the focus is on workforce development grants, the position will support other discipline area grants as needed.
  • Research, analyze, identify, and recommend funding opportunities that support the College’s mission and institutional goals outlined in the strategic plan.
  • Ensure grant concepts developed by faculty, staff, and administrators align with strategic plan and long-range Academic Affairs and Student Affairs planning.
  • Lead the preparation of grant submissions and documents by working with the Principal Investigator (PI) or Project Director (PD) to secure approvals and complete preliminary grant forms and forms required by other College offices
  • In collaboration with the proposal development team, prepare, draft, review, and revise grant proposals, including the narrative, budget, and supporting documentation. Review, proofread, and edit proposals and supporting documentation for accuracy, clarity, and consistency as well as grammar, punctuation, and style. Serve as the lead author of the grant proposal narrative if such support is needed. Prepare and upload grant proposal documents into grants.gov and other sponsor application systems.
  • Gather information and respond to inquiries about grant-funded projects from representatives of external institutions and coordinate the development and approval of letters of support/collaboration.
  • Work with the Grants Compliance Specialist to provide orientation and ongoing technical assistance to PIs and PDs, outlining scope of responsibility, accounting procedures, hiring and purchasing procedures, and reporting requirements; monitor grants received and compliance with grant terms and conditions and federal and state laws and regulations; and provide support to ensure that goals and deliverables are met.
  • In collaboration with the Grants Compliance Specialist, support processes wherein the entire administration of a grant from initial award through close-out is facilitated through the Office of Grants and Sponsored Programs.
  • Develop and deliver pre- and post-award grants training for the College community that includes proposal development, grants management, budgeting, etc.
  • Assist with maintaining the electronic and hard copy grant records and files. Update grant records in Workday.
  • Working with the Director of the Office of Grants and Sponsored Programs and the Media Relations unit, publicize grants awards and inaugural activities through press newsletters, email, and websites.
  • Support and assist the Director of Grants and Sponsored Programs in executing her responsibilities, as requested.
  • Other duties as assigned.



Required Qualifications:

  • Bachelor’s degree in relevant field.
  • Minimum of five years of experience in proposal writing and grants administration. A combination of education, training and experience providing understanding of the field is acceptable.
  • Thorough knowledge of grants development, proposals, applications (including electronic), and administration of budget development, financial analysis, and project management.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship


Preferred Qualifications:

  • Master’s degree.
  • Grants management certification.
  • Strong technical skills including Word, Excel, database, virtual meeting platforms, and data management skills; ability to use technology effectively in support of grant efforts.
  • Knowledge of federal and state funding regulations, including Uniform Guidance.
  • Experience with pre-award and/or proposal development.
  • Experience in a higher educational grants or sponsored programs office.
  • Knowledge of or experience with workforce development programs.
  • Experience with Workday and/or Banner.


Salary Range: $78,208 to $107,536 annually. Initial salary placement is based on candidate experience and internal equity.
