Job Description

Embry-Riddle Aeronautical University’s Prescott, Arizona campus is hiring a Project Manager of Construction and Planning Staff person to support the Facilities Management team. Embry-Riddle's Prescott Campus is respected worldwide for cutting-edge instruction and training for tomorrow’s aviation, aerospace, security and intelligence leaders. Prescott is a mile-high city and its climate reflects seasonable weather excellent for flying. Daytime averages are 80°F in the summer and 45°F in the winter. At 5,000 ft. above sea level, it boasts a mild climate, clean air, pristine wilderness areas, and nearby national forests. The university is a small, private, residential university in the mountains of Arizona with approximately 3,500 students. Staff/faculty/student interaction is highly valued and is a central theme of our campus. It is located 100 miles north of Phoenix and 120 miles south of the Grand Canyon.

Job Summary:

Coordinate with constituents on and off campus including senior management, city officials, architects, engineers, contractors and vendors to plan, facilitate and manage construction, repair and maintenance projects on campus in accordance with current building code, OSHA standards and campus policies, standards and procedures.

Job Duties:

  • Responsible for day to day supervision and management of assigned construction, renovation, repair and maintenance projects; Coordinates activities of architects contractors, sub-contractors, vendors and campus personnel in order to meet project time lines. Inspects and reviews project progress to monitor compliance with local building and safety codes as well as campus policies and standards. Oversee and enforce quality control and professional performance by architects, engineers, contractors and vendors. Ensure safe working practices on all campus projects. Supervise and ensure timely and appropriate completion of projects including punch list items. Collect and review all project closeout documents and reviews, approves and processes contractor/vendor payments. On projects that do not have contract administration by an outside A&E firm the CM also assumes the duties and role of the architect, which include interpretation of contract, determining the amount, quality, acceptability and fitness of the work, answering all questions in connection with the work. The CM visits projects daily for personal inspection and for solution of pending problems. Manages the work by owner projects to see that the necessary work is performed by other outside contractors. Oversees inspectors and ensures utility locates are conducted per Arizona Corporation Commission regulations.

  • Develops job/construction estimates for budgetary and planning purposes; Manages the bid and contract document preparation for contracted construction, repairs and renovations including preparing “Request for Proposal” (RFP) packages, writing “Scopes of Work” (SOW). Meets with prospective contractors, City officials and campus constituents; Conducts pre-bid meetings and on-site walks and assists with bid awards. Coordinates and conducts preconstruction meetings between all interested and affected parties and regular meetings during the course of construction. Plans and prepares construction schedules. Negotiates and coordinates with contractors and vendors and works with contractors and architects to develop necessary change orders, resolves questions of substitute materials, construction methods, scheduling and job delays.

  • Prepares and disseminates campus construction notifications, weekly Trenchside Updates, weekly construction schedule for all projects, master project list.

  • Reviews preliminary as well as final plans and specifications and makes recommendations for improving engineering details and construction practicality to improve constructability.

  • Coordinates with other agencies for matters such as fire code, safety, and erosion control to see that projects are completed in accordance with the laws, rules, codes and regulations of the city, county and state.

  • Directs the warranty phase of projects and reports and facilitates items requiring correction.

  • Supervises arrangement for and scheduling with affected departments any interruption of utilities, power, water, natural gas and roads and parking caused by construction of the projects.

  • Updates project management software and provides periodic reporting to management. Requests, monitors and review CAD drawings prepared by CAD designer. Monitors and adheres to project budget and work schedule while complying with campus standards and policies.

  • Requisitions supplies and materials necessary to complete projects. Track and follow up on delivery status to insure no delays in the project schedules.

  • Take before and after photos and produce a quarterly report on completed projects.

  • Snow and ice removal during winter storm events.

Qualifications
  • Formal diploma/certificate/degree program of 6-18 months after high school.

  • Bachelor's degree (optional) - Area of study: Construction Management, Architecture, Civil Engineering, Planning or related field. May be substituted by 5 – 10 years of work experience in above fields, three of which must have been in a supervisory or management position or as a licensed contractor.

  • Minimum of five years work related experience.



Required licenses, certificates, and /or security clearances:

  • OSHA 30 (Construction)

  • Forklift Certification

  • Valid AZ Drivers License



Required skills, knowledge, abilities :

  • Knowledge of Arizona state contractor license laws

  • Knowledge of uniform building code and life safety code requirements

  • Ability to carry out the duties in the job description in an efficient manner

  • Possess a thorough knowledge and background in project estimating. Ability to make accurate quantity surveys and to estimate cost of materials, labor, equipment and subcontractor’s work

  • Maintain a high degree of integrity and honesty

  • Ability to communicate in a professional manner with colleagues, officials, contractors and vendors; verbal, written, electronically and in presentations

  • Demonstrated experience as a project manager

  • Experience in communicating with senior level management

  • Computer literate with sufficient skills to effectively use Microsoft operating systems and applications; Excel, PowerPoint, Word, Outlook(email) and Internet end-user applications

  • Working knowledge of AutoCad

  • Proficient in MS Project

  • Proficient in Adobe Pro

  • Ability to read and interpret construction plans, specifications, drawings and documents

  • Ability to handle multiple projects and tasks simultaneously; ability to develop creative solutions with limited resources

  • Ability to work under pressure; ability to meet inflexible deadlines; ability to remain calm and composed with dealing with difficult people or situations and frequent interruptions within a dynamic work environment
