General summary/purpose:

The mission of the Department of Health Policy & Management is toidentify and implement policy options that protect the health of populations; to develop strategies that improve access, financing, organization, and delivery of preventive and curative health services, particularly as they affect the most vulnerable; and to identify strategies for enhancing the effectiveness and efficiency of the health care system in addressing the most pressing medical and mental health problems.

In conjunction with the Department Chair, the Administrator will providedirect oversight of overall administrative, financial and operational activities of the Department. Here is a functional summary of the role.

Specific duties & responsibilities:

Financial Operations

  • Advise the Chair on resource needs and financial risks facing the department;

  • Ensure timely responses to requests for regular and ad hoc reports from Chairs, faculty, School and University administration, and sponsored research agencies;

  • Oversee fiscal management for sponsored research for approximately 300 accounts and over $30 million per year (pre and post award for grants, contracts, sub-contracts);

  • Identify opportunities and champion major initiatives for continuous improvement in support of internal controls and financial reporting processes;

  • Ensure compliance with University policies and procedures and all applicable legal rules, regulations and Sponsor guidelines;

  • Serve as a key resource for strategic financial operational planning;

  • Oversee annual budget planning and preparation, financial analysis, projections and reporting;

  • Exercise independent managerial and professional judgement and assume responsibility for decisions, consequences and results;

  • Project and analyze long-term trends in total budget for the department, including analysis of expected changes in teaching, research and professional practice activities, student enrollment and scholarship support, faculty size and composition as well as analysis and resolution of short-term issues;

  • Manage general funds ($6 to $7 million), gifts and discretionary accounts endowments, student scholarships and petty cash and endowment funds;

  • Direct financial analysis processes, analyze business critical systems, and proactively resolve strategic issues that span multiple business areas.

Administrative Operations

  • Oversee all aspects of human resource management for approximately 80 full-time faculty, 76 full-time staff, and 350 students;

  • Manage 6 direct reports, including Financial Managers and Grants and Contracts Managers;

  • Direct and consult as needed with human resources on staffing and personnel management plans, employment and compensation issues, performance management issues and disciplinary actions, and salary planning;

  • Promote an inclusive and innovative work environment;

  • Responsible for effective staff management, including hiring and orientation, training and development, workflow and performance management;

  • In collaboration with Human Resources and department faculty, ensure the skills and competencies of department staff address changing technology and changing needs;

  • Oversee training of staff and develop procedures to improve efficiency and, as necessary, to reorganize;

  • Coordinate with department Chair to develop a space allocation policy for the department, maintain systems to monitor space use, including off-site locations and leases;

  • Lead general facilities operations for department and work with Facilities Management on space projects.

Minimum qualifications (mandatory):

    • Bachelor's degree in business, finance, accounting, or other related field. Advanced degree preferred.

    • Seven years progressively responsible professional level administrative and financial experience related to monetary or non-monetary resources of a department;

    • Two years supervisory experience and two years financial management experience;

    • Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.

  • Excellent writing, communication and oral presentation skills;

  • Recognize the sensitivity and importance of managing confidential department and/or School information;

  • Communicate in a tactful and diplomatic manner with staff, students, faculty and external partners.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
