Research Program Officer

The Department of Population, Family and Reproductive Health (PFRH), Gates Institute seeks aResearch Program Officer. PMA-Ethiopia expands the PMA platform to better respond to country needs for actionable data and identify programmatic barriers to achieving the Ethiopian Federal Ministry of Health’s stated goals. More specifically, PMA-Ethiopia seeks to build capacity of local institutions for technical and managerial independence and expand the geographical topical scope for the PMA platform across Ethiopia, including through the incorporation of new survey material.

Maryland Maternal Health Innovation Program (MDMOM) is a five-year program to improve maternal health across the state of Maryland by coordinating innovation in the areas of maternal health data, hospital and community service delivery, training and resource availability.

Specific Duties and Responsibilities: The proposed position will be shared across two projects, PMA Ethiopia and MDMOM. The full-time Program Officer I will support research and data analysis activities on both projects.

  • Major responsibilities include conducting analyses for and writing technical reports and journal manuscripts, and providing technical assistance and capacity strengthening support for data management and survey operations activities.
  • Work will be centered on maternal and newborn health, including maternal mortality and morbidity, both domestically and internationally. This position will report to Selamawit Desta, Senior Program Officer for PMA Ethiopia.
  • Lead and support development of journal manuscripts including defining research questions, conducting quantitative and mix-methods analyses, drafting journal articles, and coordinating the work of other team members contributing to manuscripts for both projects.
  • Lead and assist with production of reports, data briefs, and other data products and publications that analyze PMA Ethiopia and MDMOM program data.
  • Provide technical assistance to partners in preparation for pilot and field-staff trainings, including pre-testing of questionnaires and assisting survey operations team at PMA Ethiopia with review and finalization of training materials.
  • During active fieldwork for PMA Ethiopia, monitor quality and rapidity of data collection.
  • Develop and oversee the execution of capacity strengthening initiatives in data management for both projects.
  • Assist with the development of capacity strengthening resources for both projects’ partners related to producing research publications including the research process, data analysis, and technical writing.
  • Coordinate and assist with training of in-country partner technical staff.

Minimum Qualifications:

Master’s in public health or related field, with specialization in biostatistics, epidemiology, demographic method, or other concentration with a strong quantitative/analytical field. Minimum of three years of data management experience, requiring advanced skills with Stata, SPSS, SAS, or R.

Or

Bachelor’s degree in public health, statistics, biostatistics, math, or other related discipline. Minimum of five years of data management experience, requiring advanced skills with Stata, SPSS, SAS, or R.

Preferred Qualifications:

  • Experience in technical and academic writing as well as in analysis of complex, large-scale survey data.
  • Various software applications, e.g., Microsoft Office package (Word, Excel, PowerPoint), SharePoint, Dropbox, etc.
  • Experience in data management.
  • Experience working with GitHub desirable.
  • Experience working in academic or research environments.
  • Knowledge and work experience in maternal, newborn, and reproductive health.
  • Experience working with organizations or governments in low and middle-income countries.
  • Strong competency with Open Data Kit (ODK) and Stata.

Additional Knowledge, Skills, and Abilities:

  • Fast learner with independent problem-solving ability and strong communication skills.
  • Ability to self-manage tasks and timelines while working in a team environment.
  • Ability to manage multiple activities, deadlines, and priorities simultaneously.
  • Ability to execute assignments with a short turnaround time.

Working Conditions: Position may requireInternational travel(10-20%) to survey research sites in Africa. In addition to possible Domestic travel.

Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
