Business AffairsJob SummaryThe Office of Institutional Equity and Compliance (OIEC) is primarily responsible for investigating or otherwise addressing complaints of discrimination, harassment, sexual misconduct, retaliation, and nepotism. The OEIC also provides educational programming on these topics and other equity and diversity-related topics.

The Senior Director of OIEC (Director) provides leadership and strategic direction for the Office of Institutional Equity and Compliance. The Director supports and coordinates the University's compliance with federal and state equal opportunity and equity laws, as well as University policies and guidelines on equal opportunity and equity (e.g., Title VI, Title VII, Title IX, Violence against Women Act, Clery Act, and other related state and federal regulations and UNO policy requirements). The Director also works to support and enhance the University's commitment to diversity and inclusion.

Organizationally, the Director reports to the Vice President for Business Affairs, works with and reports on specified matters to the Chief Diversity Officer, the University's Counsel, and the President. The Director also works closely with Athletics, Student Affairs, UNO Public Safety and Security, and the University of Louisiana System Office. The Director also serves as the Title IX Coordinator and partners with the Deputy Title IX Coordinator(s) in ensuring the institution's compliance with all aspects of Title IX, including conducting training sessions, investigating Title IX-related complaints, overseeing investigations by the Deputy Title IX Coordinator(s), and maintaining required Title IX data. The Director also manages the staff of OIEC, provides daily oversight for the management of the Office of Institutional Equity and Compliance, prepares performance evaluations for professional and administrative employees, develops budget proposals, and manages the department budget.Job Description The Senior Director is responsible for conducting and overseeing prompt, effective, equitable intake, investigation, processing, issuing of findings of fact, timely resolution of all instances of discrimination, harassment, gender-based misconduct, retaliation reported or filed by students, faculty, staff or third parties. investigating protected class complaints and ensuring effective and efficient management and resolution of complaints, which includes performing the following:  

  • Investigating OIEC complaints of discrimination and harassment filed by students, staff, faculty, or visitors in compliance with federal and state laws, executive orders, and University policies and procedures.  
  • Ensuring neutral, effective, efficient, and thorough investigations while ensuring attention to detail and accuracy regarding facts, relevance, and investigation documentation.  
  • Processing within specific time constraints investigations, analyses, and report findings and conclusions of complaints filed with the OIEC.  
  • Providing information and assistance to the University Counsel in the University Counsel's handling of and response to complaints involving outside agencies, including the Equal Employment Opportunity Commission, Office of Civil Rights, and state compliance offices.  
  • Providing consultation and education to students, faculty, and/or staff on discriminatory practices, equity matters, policies, procedures, and options for resolution of complaint matter. 

The Senior Director will also:  

  • Conduct training sessions and educational programs for students, faculty, and staff on compliance with applicable federal and state equal opportunity laws, UNO policies governing discrimination, harassment, and equity, and the OIEC complaint procedures.  
  • Compile, conducts, and distributes annual implementations plan  
  • Conduct specialized training for hearing officers/boards, investigators, and appeal officers 
  • Develop training programs and conduct training sessions for University administrators, faculty, and staff and educational programs for students and student groups to raise awareness and increase understanding of discrimination, sexual harassment/harassment, and equal opportunity issues and concerns  
  • Provide a robust array of programs, workshops, and other opportunities aimed at the prevention of discrimination/harassment and gender-based misconduct 
  • Perform other duties as assigned  

Required Qualifications:

  • Graduate degree from an accredited institution of higher education in Human Resources, Social Work, Gender Studies, Law or other closely related areas. A Bachelor's degree and seven (7) years of experience may be substituted for a graduate degree.
  • Minimum of five years of experience in higher education investigating civil rights-related complaints including Title VII and/or Title IX/sexual misconduct compliance.  
  • At least five years of supervisory experience and demonstrated progressive leadership experience.  
  • Experience developing and delivering training or education related to anti-harassment, non-discrimination, Title IX, or ADA in various formats and with effective collaboration with other offices and individuals.  
  • Experience developing and implementing institutional policies and procedures. 
  • Knowledge of discrimination, harassment, equal opportunity and affirmative action laws, regulations, and guidelines. 
  • Excellent writing and analytical skills.  

Desired Qualifications:

  • Civil rights investigatory experience working at a complex medium or large institution of higher education.  
  • Experience in conducting investigations involving Title VII and Title IX.  
  • Title IX Investigator Training Certification.  
  • Conflict resolution and mediation certification.  
  • Title IX Coordinator/Civil Rights Investigator certifications.   
  • Demonstrated working knowledge of identified best practices and trends in the field of higher education, including but not limited to prevention and elimination of discrimination and harassment in compliance with Title IX, Title VI, Title VII, VAWA, ADA, Section 504 of the Rehabilitation Act, Equal Pay Act, and ADEA, as amended. 
  • Excellent problem-solving, initiative, teamwork, independent judgment, organization, communication (verbal and written), time management, project management and presentation, analytical, evaluative, and critical thinking skills.
  • Ability to facilitate small groups, build relationships and balance the multiple (and sometimes competing) interests of diverse stakeholders. 
  • Demonstrated experience managing employees and complicated projects and processes that involve multiple units.
