Position Primary Purpose and General Responsibilities

The Office of the Vice President for Research and Innovation is currently seeking to hire a full-time Contracts Manager to join the Division of Sponsored Programs in support of the Medicines for All Institute. This position will work as part of a team in support of the research program at VCU . The successful candidate will interface with many units within the Office of the Vice President for Research and Innovation along with key stakeholder groups within the research community. This position will serve as a personalized point of contact for Medicines for All in connection with contract negotiations, particularly in relation to subcontractors, potential future collaborators, and other project partners. The Contracts Manager is responsible for the following duties:

Preparing and processing subawards/subcontracts to external entities on behalf of the prime recipient (Virginia Commonwealth University) for funds received from a variety of sources (public, non-profit, and industry), including gathering all relevant information from the principal investigator and the subrecipient, reviewing terms and conditions of the prime award to ensure subaward language is appropriate, and developing, reviewing, negotiating, and issuing subawards/amendments. Processing collaborator agreements such as confidentiality agreements, collaboration agreements, and data transfer and use agreements, as well as other agreements as needed to support the work of the Medicines for All research efforts.
Providing support to faculty and staff through the review, drafting and negotiation of acceptable terms, and timely execution of agreements needed for internally/externally sponsored/supported contracts and grants. During the review, negotiation, and execution process, analyze and correctly interpret regulatory and contractual requirements and ensure compliance with sponsor requirements, university policies, and applicable federal, state and local laws and regulations associated with sponsored projects.
Coordinating compliance issues and analysis of internal and external regulations, rules, policies, procedures, and guidelines with subsequent recommendations to senior staff to achieve compliance
Managing the contract process and data in RAMS - SPOT (Research Administration Management System – Sponsored Programs Online Tracking); documenting encumbrances within the financial management system (Banner); and maintaining project files.

Minimum Hiring Standards

The ideal candidate will meet the following minimum hiring standards:
Bachelor’s degree in a related field plus 2+ years of related experience (or equivalent combination of education and experience);
Possess strong organization, analytical and problem-solving skills with attention to detail
Excellent written and oral communication skills with an ability to interact with people at all levels of an organization, both within VCU and with external stakeholders.
Ability to prioritize and perform multiple tasks in a dynamic and fast-paced environment, while providing excellent customer service to a diverse population
The candidate should have demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU .

Preferred Hiring Standards

The ideal candidate will also meet the following preferred hiring standards:
Bachelor’s degree in a related field plus 5+ years of progressive work experience in research administration, including contract/subcontract negotiation
Working knowledge of academic research operations and generally accepted business practices
Experience working in RAMS - SPOT or a comparable research administration system
Strong knowledge of federal regulations including but not limited to Uniform Guidance and the Federal Acquisition Regulations
Experience with complex sponsored projects including multiple funding sources or multiple partners.
