Sr. Program Officer will work in close collaboration with the Project Director and other Jhpiego staff to ensure strong management of the US Capitol COVID Response Project from start-up through close out ensuring strong project management. This includesproviding overall management and operational support to the Case Investigation, Contact Analysis, Tracing and Notification team, and liaising with partners to address increased and reduced staffing needs based on the number of Covid-19 positive cases identified each week. SPO will also coordinate scheduling, liaise with congressional managers as appropriate, and will work hand in hand with the Senior Technical Officer to ensure the program achieves expected outcomes and objectives.Jhpiego’s standards and that all relevant clinical guidelines and policies are adhered to.
This is a temporary position funded through April 2022. It is also a mostly remote role with occasional need to meet onsite.
Specific duties & responsibilities:
- Manage development of activity plans; track and provide updates on progress as needed
- Manage staffing plan and continuously review and assess staffing needs
- Oversee onboarding and off-boarding of contact tracing personnel
- Develop and maintain excellent relationships with OAP and other US Capitol personnel to ensure the smooth implementation of project activities
- Develop and deliver project reports
- Monitor and troubleshoot performance of project personnel
- Develop project SOPs as required and ensure adherence
- Work closely with Finance Team to review expenses to actuals and advise on budget revisions
- Track and ensure project management standards implemented
- Review/troubleshoot work plans and budgets
- Review and escalate quality concerns (technical, project management, financial management, compliance)
- Support project
communication needs and ensure knowledge
management
Minimum qualifications (mandatory):
- MPH or equivalent advanced degree
- 7 years’ program management experience
- Proven experience
successfully managing large complicated public health projects
(e.g., multiple partners, difficult donor
relations):
- Submitting high quality reports submitted on time to donors
- Developing, analyzing and reviewing budgets
- Analyzing expenses, variances, accruals, and pipelines
- Successfully started up a new project
- Successfully developed work plans with multiple partners
- Successfully closed out a large project

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.
The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
