General summary/purpose:

The Bill & Melinda Gates Institute within the Johns Hopkins Bloomberg School of Public Health (JHSPH) has launched a second phase of an innovative survey research program in partnership with Jhpiego, entitled Performance Monitoring for Action (PMA), formerly PMA2020. The project is designed to deliver high-quality, rapid-turnaround data into the hands of public health policymakers, program managers, and other stakeholders at frequent intervals to promote data-driven decision-making to improve the health and welfare of populations. To achieve this goal, PMA recruits women from a set of nationally or sub-nationally representative sentinel communities and trains them to collect data on a routine basis using smartphone technology. Data are collected at both household and facility levels.

PMA data collection platforms have been established in 11 countries in Africa and Asia, working with local university and research partners. In the next phase, PMA continues this work in eight geographies, with plans for targeted expansion in donor priority geographies. The core survey covers family planning (including contraceptive dynamics) and reproductive health indicators, while maintaining flexibility to add new modules in related health areas according to local data needs. It will also introduce a panel design that will follow a cohort of reproductive age women on an annual basis and a representative set of service delivery points over a 3-year period. The panel will be combined with periodic cross-sections drawn from the same sampled, sentinel communities. Jhpiego joins the PMA Global team to oversee sub-award management and program management with country partners, and promote platform sustainability, communications and data utilization efforts.

Specific duties & responsibilities:

  • The Engineering Team Lead will provide technical oversight and direction for PMA programming and engineering activities and manage a team of programmers.
  • She/he will also provide overall management and supportive supervision to in-country programmers across all partner institutions. Programming and engineering activities for PMA include, but not limited to, assisting with training and skills-building in ODK programming, data transfer protocols, and general computer programming.
  • The Engineering Team Lead will be responsible for ensuring timelines are met and the quality of PMA data are upheld across all PMA associated activities.
  • Management:The Engineering Team Lead will supervise and manage three to four programmers as well as part-time student Research Assistants. She/he will also be responsible for subcontracting with a software firm to build a data visualization platform to replace DataLab.
  • Training:The Engineering Team Lead will assist in supervisor and enumerator training for assisted countries as needed, including preparation and refinements of training materials as needed.
  • Capacity Building:The Engineering Team Lead will provide technical oversight and direction for ODK programming in PMA partner organizations. Technical sustainability is a main priority for PMA and related projects, and, in close consultation with the PMA leadership team, she/he will develop crosscutting objectives and plans across all geographies as well as country-specific objectives and plans in select partners such as the PMA Francophone Africa Hub.
  • Innovation: PMA is built upon innovation and as such, the Engineering Team is looked to for novel solutions to various survey requirements, relating to data quality and timeliness. The Engineering Team Lead will work with the team and other staff and partners to identify new approaches for collecting data and monitoring survey implementation.
  • In addition, the Engineering Team Lead will be called on to:

  • Contribute to survey design, including modifications to existing protocols as well as developing new survey modules.
  • Represent the PMA in meetings with stakeholders at the country-level as well as internationally, including sharing information on design, execution, lessons, and results flowing from the project.
  • Carry out other duties within the scope of research, analysis, and program management, as assigned by the Project Director
  • Minimum qualifications:

    • Bachelor's degree.
    • Five years related experience in a work or academic setting. Direct programming experience while pursuing education may count towards related experience. Significant undergraduate programming coursework or independent project can be considered as related experience.
    • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
    • Must have experience with basic programming (Python preferred).
    • Terminal/command line programming and version control experience (e.g. Git)
    • High energy, capacity to work quickly yet accurately and with a team of dedicated professionals.
    • Position may require international travel (20-30%) to survey research sites in Africa and Asia in addition to periodic domestic travel for program planning and representation.

    Preferred qualifications:

    • Master's degree in biostatistics, computer science, public health, or other related field.
    • Previous experience with management of personnel strongly preferred.
    • Experience working with data systems in low and middle-income countries is preferable.
    • Previous experience with management of personnel strongly preferred.
    • Experience in mobile survey implementation is a plus.
    • Knowledge and experience in family planning programs is a plus.
    • French language proficiency a plus.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers.
