Position Summary

The Carl Vinson Institute of Government at the University of Georgia invites applications for a public service faculty position within the Atlanta-based State Services Unit ( SSU ). The Carl Vinson Institute of Government is a Public Service Unit under the leadership of the Vice President for Public Service and Outreach. The mission of the Institute of Government is “is to enhance the capacity of governments to serve the citizens in Georgia.” The position will be available September 1, 2021 and carries rank in the public service faculty career ladder of the University.

The State Services Unit ( SSU ) provides organizational development and process improvement services to state agencies and other organizations in Georgia. The main role of the SSU Public Service Faculty is to assess and forecast the needs of state agencies, develop and present strategies that address those needs, and build a portfolio of client funded projects. The position serves as consultant for assessment and development of practices, systems, and techniques that affect organizational change in efforts to modify performance and/or culture. The incumbent develops and conducts presentations, builds and leads diverse teams, and authors project-related documents (e.g., project proposals, grant applications, reports, white papers, and articles). The position involves consulting with government officials and their staff, academic and public service faculty and administrators, non­profit organizations, and stakeholder groups; preparing budgets, project plans, online surveys; conducting researching, gathering and analyzing data; participating in webinars and other presentations that address practitioner/policymaker needs. This position will report to the State Services Unit Manager. The position will spend considerable time working directly with state and other officials and staff. Thus, it is critical that the candidate possess the desire, ability, and experience to interact in a very objective, positive and supportive manner with these important clients of the Institute of Government.

Additional Requirements

Master’s degree or equivalent in public administration, organizational psychology, organizational development, social work, sociology, social sciences, education, science or the humanities with course work in organizational theory, human resources development, program evaluation, and quantitative and qualitative research methods.

The successful candidate will be appointed at the rank of Public Service Assistant, Public Service Associate, or Senior Public Service Associate. Rank on hire will depend on the candidate’s qualifications and experience, according to the Public Service and Outreach Appointment and Promotion Guidelines. Relevant/Preferred Education, Experience, Licensure, and/or Certification

Candidates should have at least three years of experience working in large complex organizations doing project management, fiscal analysis, change management, organizational analysis, or operations management. Candidate should also have a background working with data collection, interviewing, and analyzing qualitative and quantitative data; project management, budgeting and report writing skill sets; and a background working with state and local governments and government-related agencies. The ideal candidate will have an understanding and familiarity with financial and performance data as well as a background with performance management, performance improvement consulting, or quality assurance.

• Knowledge of theory-based organizational development methodology, tools, and practices.
• Knowledge of the complexities involved in working in a public sector environment and the ability to work through challenges to deliver viable solutions.
• Strong verbal and written communication and interpersonal skills.
• Ability to manage projects, competing priorities, project resources, and budgets simultaneously.
• Ability to secure external contracts and build capacity to meet contractual obligations.
• Ability to work independently with minimal supervision.
• Ability to manage large-scale organizational development projects in state government, preferably in the human services sector.
• Ability to interact in a professional and supportive manner with elected and appointed officials, agency leaders, agency staff, and diverse stakeholders.
