The Voting System Technical Oversight Program ( VSTOP ), a project under the Bowen Center for Public Affairs at Ball State University, welcomes applicants for a VSTOP Election Systems Certification Specialist, a full-time contract position. The individual in this position will coordinate and conduct testing of voting systems and electronic poll books for certification in the state of Indiana and collaborate with federally approved testing labs to ensure adherence to federal and state laws.

Position Function

Plan, organize and monitor all of the voting system and electronic poll book certification work including, but not limited to, managing new certifications, renewals and modifications, system documentation review and field-testing oversight, working with external entities such as vendors, Indiana Election Division ( IED ), VSTLs (Voting System Testing Laboratories) U.S. Election Assistance Commission ( EAC ), and report authoring for the IEC (Indiana Election Commission) (in the case of voting systems) and SOS (Secretary of State) (in the case of ePBs (electronic poll books), and managing and maintaining various Protocols related to certification and modifications of voting systems and electronic poll books.

Minimum Education

Bachelor’s degree from an accredited institution in computer science, engineering, information technology, or a closely related field.

Minimum Experience

Experience analyzing technical documents in area of specialization or educational major.

Minimum Other

Strong written and verbal communication skills.

Authorization to work in the US

Candidates for searches must have current authorization to be employed in the U.S. without employer sponsorship.

Preferred Education

Master’s degree from an accredited institution in computer science, engineering, information technology, or a related field.

Preferred Experience

At least one year of work with election systems and/or election administration.

None.

Perform analyses of new voting system/electronic poll book, renewal of certification, or modifications of hardware/software to determine format and content of recommendation; make certification recommendations to the Indiana Secretary of State.

Coordinate and lead the organization of mock elections according to specifications in the Indiana Election Code and work with vendors and state election officials to resolve technical issues arising during the testing process. Includes documentation review and vendor interviews; develop protocol for purposes of electronic poll book field testing.

Based on research and analysis of test reports and vendor documentation, prepare recommendation reports for the Indiana Election Commission for the certification of voting systems and for electronic poll books for the Indiana Secretary of State; draft correspondence to be sent by the Indiana Secretary of State to electronic poll book vendors regarding certification determinations
