Description:

The Department of Risk & Compliance has primary responsibility for ensuring overall compliance at Texas A&M University-Corpus Christi (TAMU-CC). The Department works to support the University's compliance with applicable federal, state, Texas A&M University-System, and TAMU-CC laws, rules, and regulations.

Under the general supervision of the Chief Ethics & Compliance Officer, the Conflict of Interest and Export Control Officer has administrative responsibility for the day-to-day direction and management of the Conflict of Interest (COI) program and the Export Control program at TAMU-CC.

This position is the primary point of contact for all internal and external inquiries regarding COI and Export Control compliance and is expected to advise University leadership and employees on regulatory requirements and to provide leadership and direction in COI and Export Control.

These areas include disclosure review, policy development, compliance committee work, and outreach and training activities.

Responsibilities:

Export Control
  • Development, oversight, management and record keeping aspects of TAMU-CC's export control compliance program.
  • Monitor the federal laws, rules and regulations that pertain to export controls and develop or revise, as needed, the TAMU-CC's policies and procedures, as well as the education and communication tools necessary to ensure compliance.
  • Perform export control specific risk assessment.
  • Managing Technology Control Plans (TCP), including identifying when a TCP is required, drafting and security approval of TCPs, and monitoring compliance with approved TCPs.
  • Serve as primary point-of-contact with the respective government agencies for compliance with the International Traffic in Arms Regulations (ITAR) under the auspices of the U.S. Department of State; the Export Administration Regulations (EAR) under the auspices of the U.S. Department of Commerce and the Office of Foreign Assets Controls (OFAC) regulations under the auspices of the U.S. Department of Treasury.​

Conflict of Interest
  • Ongoing review, drafting and implementing of COI training, policies, and procedures
  • Receive and review disclosures
  • Monitor compliance with disclosure and COI training requirements
  • Identify when financial interest requires management, draft and secure approval of management plan, monitor compliance with approved COI management plan.
  • Perform other duties as assigned.


Required Qualifications:
  • Bachelor's Degree in a relevant field from an accredited college or university.
  • Five (5) years' experience in positions of increasing responsibility in a compliance-related field.
  • Demonstrated ability to analyze complex issues and formulate solutions.
  • Experience interacting with a diverse group of stakeholders.
  • High ethical principles and experience in assessing and reviewing financial conflicts of interest.


Preferred Qualifications:
  • M.S., M.A., J.D. or other advanced degree.
  • Experience with conflict of interest regulations and the development and review of management.
  • Experience in higher education.
  • Familiarity and knowledge of federal regulations pursuant to EAR, ITAR and OFAC.
  • Demonstrated experience conducting training in compliance activities to diverse audiences.
  • Demonstrated ability to make presentations to large or small groups related to technical or policy issues.
