General Summary:

The Johns Hopkins Facilities and Real Estate Design & Construction Department (D&C) is responsible for management of the design, construction and occupancy for all new construction, renovation, and capital renewal projects on the historic JHU Homewood campus, Mount Washington campus, JH at Eastern, JH at Keswick, Washington DC campus, Montgomery County Campus, Bayview campus and for all university schools and divisions,exceptthe Bloomberg School of Public Health, School of Medicine, and Applied Physics Lab.

The Department also provides tenant fit-out services for the Johns Hopkins enterprise that, in addition to the above, includes the Bloomberg School of Public Health, School of Medicine, Applied Physics Lab, and Johns Hopkins Health System (Bayview, Community Physicians, Johns Hopkins Hospital, Howard County General, etc.)

The staff of D&C currently includes a Director, Associate Directors, Senior Project Managers, Project Managers, and a Contracting team.The Department collaborates with a broad constituency of Hopkins Deans, Department Chairs, Trustees, Faculty, Researchers, Senior Administrators, Budget Office, and Directors, as well as outside architects, engineers, and constructors to ensure that project management processes support the completion of projects on time and within budget.

Essential Job Functions:

  • Along with Director and Associate Director, responsible for building and maintaining a high quality, service oriented, professional design and construction department with an engaged staff performing at their highest level in a workplace environment where they feel empowered, respected, trusted and valued
  • Provide expertise on matters related to design and construction issues
  • Coordinates and recommends activities associated with project assignments, short & long term planning, risk management and evaluations and disciplinary actions for assigned personnel.
  • Assists Director with formulating and implementing policy, recommending changes, establishing objectives and goals and assisting with professional development for D&C staff
  • With D&C staff, refine and implement project management procedures
  • Provides superior customer service to internal and external D&C customers by understanding the programmatic needs of customers and translating them into completed projects in a timely manner
  • Develop a high value service ethic such that internal clients rely on D&C for professional advice, guidance and project leadership
  • Provides inclusive planning and review approach with JHU operations, maintenance, management and service peers to deliver projects that are appropriate for their function, easy to maintain, durable, energy efficient, integrated with existing systems, and aligned with the strategic mission
  • Works cohesively with all units of Facilities and Real Estate to support the overall mission of the organization.
  • Fosters collaborative relationships
  • Represents the university to external constituencies including architects, engineers, constructors, regulatory agencies, etc. on a variety of issues related to project development
  • Develops excellent vendor relations based on reasonable expectations, consistency in project execution, fairness, prompt payment, and enjoyable working relationships
  • Directs and participates in the development of project schedules and monitors progress to ensure timely completion of projects
  • Directs and participates in the analysis and definition of project budgets and plans, both long- and short-term. Monitors project development to ensure budget and schedule compliance
  • Ensures adherence to policies, procedures, and D&C project management standards
  • Monitor project development to ensure effective fiscal controls and reporting are in place and incorporates appropriate risk management practices related to renovation and construction projects.
  • Promotes sustainable practices in the project delivery process
Decision Making:
  • Promotes and manages economic inclusion opportunities in the project delivery process at phases in design and construction
  • Develops and reviews RFP’s to assure fair and accurate vendor proposals
  • Along with Director, Project Managers and clients, reviews proposals and bids, attend consultant and constructor interviews, and recommends contract awards
  • Reviews vendor contracts prepared by Project Managers to verify scope of work is accurately defined and consistent with institutional business practice
  • Incorporates Diversity and Inclusion best practices into decision making
  • Seeks opportunities for professional development for staff and broader team

Authority:

  • Exercise appropriate decision making authority for all assigned projects including program design and construction scope, schedule and budget
  • Provides recommendations to the Director regarding personnel issues including, but not limited to, hiring, firing, mentoring, coaching, goal setting, and disciplining
  • Conducts performance reviews for assigned staff
  • With the assistance of Human Resources, D&C Director and Associate Director, develops functional area leadership by identifying skills gaps, ensuring the availability of appropriate training, providing coaching and guidance, empowering employees to enhance their performance potential
  • Utilize the delegation of authority process & procedures to review, recommend, and execute work as appropriate
Communication:
  • Exchanges routine and non-routine information to staff, vendors, and internal and external clients with integrity and transparency, using tact and persuasion as appropriate requiring good oral and written communication skills;
  • Communicates with Hopkins constituents so they are informed of project planning and progress;
  • Clearly communicates and reinforces performance expectations and job responsibilities to assigned staff
  • Ability to advocate a position and negotiate or compromise as necessary
  • Uses verbal and written communication to establish a culture of collaboration, consensus based problem solving and positive diplomacy
  • Maintain confidentiality and discretion as appropriate when communicating internally and externally

Education

  • Bachelor’s degree in Construction Management, Architecture, Engineering, or other design related discipline preferred

Experience

  • Ten years related experience with a proven track record of providing excellent customer service to internal and external clientele. Additional years of experience preferred.
  • Seven years progressively responsible management experience with both projects and professional staff

Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
