Cabrillo is seeking a Federal/State Emergency Grants Director who plans, manages, and oversees the management activities and reporting of various federal grants provided to the district to primarily respond to the COVID-19 pandemic. This includes district-wide spending to serve students, to help the college to resume operations, to ensure learning continues, to reduce COVID-19 disease transmission, and to re-open the campus. The Grants Director will ensure federal grant compliance.


Salary Range: $85,754 to $120,664 per year. Salary placement is determined by documented education and experience. A doctoral stipend of $3,977 per year is provided to eligible employees.

NOTE: This is a two (2) year assignment position .

Work-Life Balance:
This opportunity is a full-time (100%) assignment, 12 months per year. Cabrillo administrators enjoy a 225 day work schedule, which equates to an average of 20 self-selected non-work days, 15 set holidays, 3 individual responsibility days off annually. 12 days of sick leave accrue annually.

Examples of Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Plans, organizes, manages, integrates, and evaluates work of the Federal/State Emergency grants; supervises and participates in developing, implementing and evaluating plans, work processes, systems and proce­dures to achieve Federal/State Emergency grant goals, objectives, and work standards; supports Emergency Operations Center (EOC) leadership to ensure accomplishment of all grant objectives and activities.
  • Works with the EOC Finance Section to set meeting agendas, coordinate grant approval procedures, to discuss systems for tracking grant expenditures and the allocation of grant funds, and to conduct follow-up activities; attends EOC meetings to seek grant expenditure approvals and to report out on spending; presents at CPC and board meetings for grant progress reports.
  • Maintains effective communication with all constituencies to ensure a common informed understanding of grant scope; works in coordination with other Federal/State Emergency grantees and initiatives on campus to leverage grant work.
  • Provides full oversight of the Federal/State Emergency grant budget in compliance with Uniform Grant Guidance (UGG), Education Department General Administrative Regulations (EDGAR), and District policies and procedures.
  • Prepares and submits all grant reporting, including fiscal and technical reports required by the U.S. Department of Education and the District, with support from the fiscal support staff; oversees the preparation and maintenance a variety of records and reports to the standard of being audit-ready; works with internal and external auditors and briefs upper management on any compliance issues and makes recommendations on resolution.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the District’s mission, objectives, and values, including Guided Pathways; promotes workplace diversity, inclusion, cultural competency, and a positive work environment.
  • Interprets, applies, and ensures compliance with applicable federal, state, and local laws, codes and regulations; remains current on applicable legislative decisions and developments.
  • In collaboration with deans, directors, faculty, EOC members, and the re-opening work group, coordinates work to assist the district in funding additional expenditures related to the pandemic that ensures learning continues, that reduces COVID-19 disease transmission, and that helps with re-opening the campus.
  • Works with the Planning & Research Office (PRO) to plan and implement grant tracking metrics and to conduct appropriate surveys related to grant scope of work.
  • Participates in related participatory governance committees, processes and initiatives; works with faculty and administrators to institutionalize new practices and improvements.
  • Manages the performance of assigned staff; establishes performance requirements and professional development targets; regularly monitors performance and provides coaching for performance improvement and development including performance evalu­ations; responds to grievances; approves overtime/compensatory time and accurate reporting of absence time; subject to concurrence by senior management and Human Resources, takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Administrative Procedures, Human Resources procedures and collective bargaining agreements; performs other activities relevant to the supervision of assigned staff.
  • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disabil­ity, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff.

  • Makes presentations to the Board of Trustees, Cabinet, and other District groups.
  • Represents the District on local and statewide professional organizations and committees.
  • Performs related duties as assigned.

Minimum Qualifications

Education and Experience:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

  • Understanding of, and sensitivity to the diverse academic, socio-economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff; AND
  • Graduation from an accredited, four-year (4) college or university with applicable coursework; AND
  • At least three (3) years of grant management experience in higher education including supervision, budget monitoring, project management, and accountability for project outcomes; OR
  • An equivalent combination of training and experience.

  • Experience in federal grant management (e.g., Title III, Title V, TRIO, NSF, FEMA) is highly desired.
  • Minimum of two (2) years of teaching, counseling, or management experience in public higher education.
