Head of Technical Services

General summary/purpose:

The Head of Technical Services provides leadership for service-oriented technical services operations, including strategic planning, budget management, and management of departmental personnel. The incumbent reports to Associate Director for Collections and Academic Services and serves as a member of the Library’s management team. The incumbent will plan, implement, and evaluate operations, establish policies and procedures, and set priorities in consultation with Collection Management, Library Applications Group, Special Collections, other University Libraries, and other library departments. The incumbent will work with a team of supervisors to coordinate training, evaluation, and supervision of technical services staff.

Specific duties & responsibilities:

    Manage life cycle of content from acquisitions, resource management & availability, to metadata creation & enhancement and discovery. Provide leadership in planning, implementation, and evaluation of departmental policies/procedures/workflow to ensure timely delivery of materials and services to library users as well as to ensure consistency with national standards while furthering the library's strategic goals. Responsible for selection, supervision, training, coaching, evaluation and continuing development of 19 FTE plus students.
  • Foster an atmosphere where participation and communication flourishes. Demonstrates listening and communication skills as a model for others. Creates open, respectful, effective work environments and collaborations.
  • Promote increased collaboration between university libraries technical services. Actively seek feedback from colleagues outside of Technical Services to improve cross-departmental workflows and improve service delivery.
  • Coach, inspire and mentor Technical Services unit heads and others to ensure the effective organization of departmental workflows and the transition to new service models that improve efficiencies and provide positive improvements for library patrons and staff.
  • Evaluate, prioritize and coordinate special projects with unit heads and supervisors.
  • Collaborate with Associate Director, Collections & Academic Services and the Libraries’ Budget Office to prepare budget allocations and expenditure projections.
  • Represent the libraries to the vendor community as needed, including participation in negotiating with vendors, subscription agents, consortia, publishers, national bibliographic utilities and other content providers.
  • Coordinate policies and standards for the online union catalog shared by the JHU libraries including suggesting modifications to the system in response to changing user need.
  • Collaboratively develops and aligns unit goals and resources with library priorities and direction; articulates a compelling long term vision for Technical Services.
  • Collaboratively monitor and analyze new technologies and pursue advancements to help achieve libraries’ goals. Facilitate the creation, maintenance, and enhancement of metadata across multiple discovery platforms and library systems, including use of applicable tools for manipulating data (e.g., MARCEdit, XML, normalization rules). Oversee and develop solutions for data quality issues and provide guidance and support in the efficient management of the Integrated Library System for Resource Management functions. Participate in library wide planning and policy making as a member of the library's Management Team, library wide committees and task forces. Participate actively in relevant national and local organizations and associations.
  • Performs other duties as assigned.

Minimum qualifications (mandatory):

  • MLS from an ALA-accredited library school or an advanced related degree
  • Five years professional and progressively responsible management library experience.
  • Master’s degree in library or information science from ALA-accredited graduate school or equivalent.
  • Ability to lead in an atmosphere of continuous change, to work within a collaborative environment with diverse groups, and to inspire and motivate. Strong analytical, problem solving, collaboration, and written and oral communication skills. Demonstrated knowledge of metadata standards, rules and tools. Previous supervisory experience in a library environment. Solid understanding of the research university environment and scholarly communication issues. Current knowledge of trends and best practices in technical services with the ability to articulate a strategic vision for technical services in a rapidly evolving library landscape. Experience using statistics and data analysis to improve and document work outcomes, and project management.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
