Remote Opportunity: This position although listed as a position in Syracuse, NY, is not tied to this region. This position can be executed from any of the 48 continuous states.

The Institute for Veterans and Military Families ( IVMF ) is seeking an experienced program manager for its O2O team for project design, implementation, operation, and measurement across the employment partner talent pipeline and employment navigation components of the program. This individual will provide direct project management and serve as a collaborative leader with the O2O program’s national leadership team to develop centralized project management standards, process design and outcome reporting.

This is a critical role for the IVMF as it continues to diversify and grow its employment pipeline capabilities to include, development, liaison services to partner organization human resource departments, and management of the suite of employment services offered to the O2O program’s participants. Responsibilities include (but are not limited to) developing standards, processes, and tools for centralized project design, implementation, operation and measurement, direct project management support to critical/special initiatives, customer/client service interfacing, relationship management and driving quality improvement and growth in project delivery.

Qualifications

• Bachelor’s degree or equivalent combination of education and experience.

• Three (3) plus years of project management experience.

• One (1) plus years of human resources/military-related employment services experience.

• Proficiency in customer service management ( CRM ) software (preferably Salesforce).

• Proficiency in human resource job responsibilities including (but not limited to) talent sourcing, hiring process management, and employment related services.

• Proficiency in Learning Management Systems (e.g., Skillsoft).

Job Specific Qualifications

• Exceptional organizational skills and attention to detail/quality.

• Experience and personal discipline to successfully manage multiple, complex, concurrent projects; can meet deadlines with competing demands, and responsibilities in a fast-paced work environment.

• Excellent communicator, both oral and written; demonstrated ability to communicate effectively with senior leaders and external partners/clients.

• Positive, team-focused, and customer-service mindset.

• Preference given to those with a military service connection, or who have worked with veteran, military, and/or family stakeholders, universities or think-tanks, and familiarity with related government programs and services for veterans, families, and related civilian human services programs.

• Experience with customer relationship management/learning management systems.

Responsibilities

• Participates with O2O National leadership team to establish projects, implement and maintain the project, its structure, processes to include reporting, and results.

• Collaborate with O2O leadership to forecast and identify future needs to supervise efficiencies in project execution.

• Regularly schedule and oversee reviews with O2O National Leadership team, IVMF budget team, and relevant governance committees to continuously monitor the project portfolio, financial impacts, execute change, and lead the reprioritization to meet project sponsors’ needs as required.

• Develop and maintain portfolio- and project-level documentation and governance tools, templates, guidelines, procedures, and processes.

• Oversee project advertising, marketing, and recruitment efforts to achieve/surpass established deliverables.

• Create comprehensive evaluation summaries and recommendations of prospective partner organizations, resources, and technologies for inclusion in project execution.

• Facilitate selection, implementation, and team training on applicable tools or software, as required.

• Develop and maintain follow-on program participating events to include (but not limited to) networking events, employer panels, and industry employer spotlights presentations.

• Serve as primary operational and tactical O2O liaison with identified employer partner organization points of contact; establish and maintain a standard communication schedules as specified by project requirements.

• Serve as direct liaison and connection point for employment partner organizations and employment services providers to O2O national leadership team, installation operations, and general IVMF support teams.

• Formulate a digital and in-person national, regional, and local O2O military-connected recruitment and employment pipeline strategy to in-demand employment opportunities for identified employer partners.

• Development of a J&J digital and in-person national, regional, and local O2O military-connected recruitment and employment pipeline strategy to in-demand employment opportunities.

• Development and promotion of co-branded digital and physical promotional assets with identified partners.

• Collaborate with O2O project leaders in the management and oversight of project milestones.

• Serve as lead project manager for complex projects involving multiple teams and external partners, as well as special/strategic project initiatives deemed critical by the O2O National Leadership team.

• Coordinate with key O2O National Leadership team and IVMF operations and SU offices (sponsored programs, general counsel, institutional protections) to support performance reporting and budget management of pertinent sponsored dollars contract(s).

• Develop key performance indicators (KPIs) in accordance with contract requirements and strategic goals.

• Establish, maintain, and support project reporting using determined project KPIs.

• Contribute to relative proposal writing and preparation for new grants and opportunities, with a focus on project scoping, resourcing, and related pre-planning activities pertaining to the employment-related elements of the program.
