Job Summary

Reporting to the Chief Operating Officer, this position leads the financial foundation of the College, supporting and advising other administrators and department heads in the accomplishment of organizational goals and objectives. The position provides collaborative financial management leadership for the College, ensures its short and long-term fiscal health, oversees the business practices, and ensures that the budget is linked to and supports the College’s strategic plans.

This is a leadership position responsible for managing financial planning and management strategy to include accounting, payroll, financial reporting, budgeting, capital delivery, purchasing, banking, investments, and insurance practices to ensure the needs of students and the community are met and that the College is a good steward of taxpayer resources.

Essential Duties and Responsibilities

Performance Requirements
• Directs activities as custodian of funds, securities, and assets of the college
• Oversees and directs the annual audit and preparation and issuance of the comprehensive annual financial report
• Directs and analyzes studies of general economic, business, and financial conditions and their impact on the college’s financial forecast, policies and operations
• Prepares and maintains long-term financial forecasts for the College’s funds including monitoring both short and long-term internal and external financial and operational developments to ensure that forecasts are current and accurate
• Appraises the College’s financial position and issues periodic financial and operating reports for the purpose of transparent communication and guidance to the resource allocation and business decisions of the organization
• Oversees preparation of the annual budget whereby the College’s needs are identified, consensus on priorities is obtained, and a sound financial plan is published
• Develops procedures that integrate business and strategic planning into the annual budget process
• Monitors external events and developments to ensure that budget preparation incorporates the most current information
• Monitors cash flow as well as overseeing investment activities to ensure appropriate supply of cash at highest possible yield on idle funds while complying with statutory limitations on types of investments
• Leads the development and oversight of the annual operating, capital and debt
• Ensures the timely collection of all accounts receivable
• Monitors cash reserves to provide maximum practical protection
• Provides oversight and advice regarding college financial risk
• Supervises staff responsible for coordinating the purchasing activities of the college, including contract management
• Ensures that the college complies with financial regulatory, legal, administrative, contractual, procedural, and accounting standards

General Supervision and Management
• Supervises and establishes reporting structure of all operating units of the Finance and Administrative Services Department
• Responsible for the college payroll in active cooperation with the Human Resources Department
• Directs the establishment of procedures and systems necessary to maintain efficiency, proper record-keeping and to robust accounting controls, and effective customer service
• Helps others be productive, grow professionally, and meet the needs of the college
• Identifies, recommends, and implements appropriate/necessary training and professional development for self and staff reporting to the position
• Practices continuous improvement: conducts and oversees work activity to increase efficiency of and improve the effectiveness and productivity of assigned areas

Service Excellence
• Serves as a strategic partner within the operations team to establish the financial framework of the college including processes, technology, reporting, and communication to facilitate college-wide business support and decision-making
• Directs the establishment of procedures and systems necessary to maintain efficiency, proper record-keeping and to robust accounting controls, and effective customer service
• Provides leadership to assigned areas by focusing planning and execution to help college management and the college succeed and improve productivity, particularly by providing stakeholders with effective information, support systems, resources and business solutions
• Identifies the need for changes in policies, procedures, and processes while taking initiative to implement within assigned area of responsibility
• Responsible for external reporting as may be required for payroll, financial aid, and any other Federal and State agency requirements
• Completes all required training and professional development sessions as required and appropriate for the role
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
• Supports the mission, values and 3 goals and 8 principles of the College
• Attends the workplace regularly; reports to work punctually and follows a work schedule to keep up with the demands of the worksite

SUPERVISION – Works under the general supervision of the Chief Operating Officer

Required Education, Experience, Certifications, Licensures

• Master’s degree from an accredited college or university in Accounting, Business, or related field
• Seven (7) years of experience in college or governmental accounting and financial administration
• Five (5) years of supervisory experience in college or governmental accounting and financial administration

Desired Education, Experience, Certifications, Licensures

• Certified Public Accountant
• Experience with a community college financing system
• Experience in the implementation of an Enterprise Resource Planning ( ERP ) System

Knowledge, Skills and Ability

• Ability to work cooperatively and collaboratively with college faculty, staff, administrators and governing boards
• Experience in operational and strategic planning, policy development, and financial analysis
• Ability to effectively communicate ideas and information in written and oral format to administrative staff, professional colleagues, governing boards, and the general public
• Excellent customer service and interpersonal skills
• Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint
