General summary/purpose:

The Financial Manager will report to Associate Director of Finance, and ensures the School of Educations Academic Programs are adhering to JHU controls, policies and procedures and also provides direction and resolution regarding difficult and complex issues. The ideal candidate will support three Academic Departments with the School of Education, including three Department Chairs, Faculty Leads of each program and the academic staff which support these areas. S/he works towards revenue maximization by understanding and overseeing the use of various funding sources within the School. S/he develops financial planning and cost analyses in collaboration with School leadership. S/he develops, interprets and reviews financial data to evaluate and determine financial performance and financial projections to assist School leadership in making overall business decisions. This position will have a heavy emphasis on financial modeling, financial analysis, and financial planning. Typically requires supervision of others or responsibility for university-wide functions or activities.

Specific duties & responsibilities:

I. Financial:

    Provide oversight in the development, preparation, monitoring, projections (enrollments, personnel and non-personnel expenses), and reconciling of academic program budgets Work closely with faculty Leads, develops financial reports for forecasting, supports administrative and financial needs of Academic programs Create financial systems, structures, and controls Develop a financial report of operations to summarize the School’s Academic financial performance Develop reports and tools to measure and improve programs financial performance Work closely with Department Chairs and Faculty Leads to develop and manage the annual and five-year plans for each academic program Work with the Sr. Associate Dean for Finance and Operations, and Associate Director of Finance on both short and long-term programmatic strategic financial planning activities including providing key information for the five-year financial plans and developing forecast and financial projections based on financial strategy and resources that realistically reflect SOE’s risks and opportunities Manage Academic Memorandum’s of Understanding (MOU’s) and partnerships of Academic Programs Monitor department budget for profitability Design and produce various reports utilizing institutional data to create monthly, quarterly, and annual financial statements Review and approve monthly accounts reconciliations and/or business plan activity, corrects errors, and informs the Associate Director of Finance of any problems or discrepancies Develop strategies with the Associate Director of Finance for establishing and utilizing departmental discretionary funds Oversee Academic finance staff regarding correct preparation of various forms such check deposits, online payments, travel reimbursements (initiated through Concur), shopping cart and other related financial transactions Approve Academic program Procurement Cards Allocate resources and develop efficiencies to improve and maintain the services of the School and to ensure positive financial performance Provide departmental information as requested by the School or external entities as requested and appropriate Assist with compliance matters
II. Human Resources Administration:

    Review of faculty and staff effort, this includes submission of Eforms and adhering to compliance of effort reporting
    Assist with monitoring academic programs salaries, headcount, and other key HR data Work with divisional HR to ensure timely preparation of payroll, maintenance of other personnel information, and compliance with human resource guidelines for faculty, staff and student workers

Minimum qualifications (Mandatory):

    Bachelor's degree in business, finance, accounting, or other related field Five (5) years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
      ​​​JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Preferred qualifications:

  • Significant experience in spreadsheet development and analysis

Special knowledge, skills, and abilities:

  • Background knowledge of expenditure accounting and reporting systems, Pcard, etc.
  • Knowledge of human resource administration

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
