Position Summary

This position supervises the Enterprise Project Management Office team of project managers that provide project management support for key college initiatives. The Assistant Director in the Columbus State Enterprise Project Management Office (EPMO) will utilize their skills and experience to provide leadership for staff within the office. The Assistant Director, EPMO will also contribute to building project management maturity in the office and across the college - and will assist with college governance processes, portfolio management, and reporting. This role will require both team leadership/supervision and direct contribution in managing projects. The Assistant Director of the EPMO should be capable in working with college resources at all levels of the college and will report to the Director of the EPMO.

ESSENTIAL JOB FUNCTIONS

PROJECT MANAGEMENT


Manages college projects from initiation to project closure, ensuring that project scope, budget and customer expectations are met. Assists with the review of project requests from the campus community and assists in building or collecting project intake materials (business case, etc.) that can be used to determine project alignment with college strategic plan and priorities; Identifies required project resources in consultation with project sponsor, business leads and technical leads to ensure that adequate level of effort to effectively plan and execute project. Leads testing/quality assurance efforts for assigned projects. Works with Technical and business leads to develop integrated test plans to ensure product quality has been ensured prior to targeted ‘go-live’ or migrations dates.

Tracks project budget and manages project expenses. Adequately estimates tasks and project timeline throughout the project’s lifecycle. Breaks deliverables down in to tasks and develops relationships/dependencies. Develops project charters in collaboration with project sponsors and business leads. Reviews deliverables in project charter and facilitates the creation of project deliverables. Identifies the need for resources outside of Columbus State inclusive of equipment, software, subject matter expertise.


OPERATION LEADERSHIP


Provides leadership for Enterprise Project Management Office staff and performance development activities. Communicates and assists with the implementation of office strategies and priorities. Leads the development of EPMO office standards/procedures. Provides mentorship for project managers and project team members throughout the College.

Provides daily oversight of the supervision of the Enterprise Project Management Office team. Ensures appropriate staffing at all service points, assigns projects and delegates tasks, supports development of work schedules, provides direction, resolves work problems, communicates job expectations, trains employees and develops professional growth and development opportunities. Carries out, explains, interprets and enforces policy.

Conducts annual employee evaluations, recommends pay increases, promotions and other personnel actions. Approves leaves and authorizes overtime as appropriate. Manages employee recruitment, selection and on-boarding process of department in partnership with Human Resources. Administers disciplinary actions upon approval, and in collaboration with Human Resources. Establishes and maintains a standard of excellent service to students, faculty and internal customers.

CONTINUOUS PROCESS IMPROVEMENT


Leads development and update of project management templates for use at the college; Contributes to college project management methodology and college project management tools; Assists in driving PMO maturity and improvement; Advocates for college-wide adoption and supports a PM culture that is congruent with the culture of the college; Leads and/or participates in college project governance teams to facilitate project request review and prioritization processes.

REPORTING & ANALYTICS


Leads reporting across project portfolios to ensure project status information remains up-to-date and available for college leadership; Identifies project issues/constraints across project portfolios that require resolution and assist in reporting issue & decisions. Prioritizes issues and escalates effectively as needed. Collaborates with project managers within EPMO and through the college at large; Assists with drafting key project decision documents and performs basic impact analysis. Completes and maintains required documentation; Responsible for analyzing and maintaining accurate records.

RELATIONSHIP MANAGEMENT

Collaborates across the college to assist with portfolio, program, and project reporting for college strategic priorities; manage external consultants as needed for projects.

OTHER DUTIES & RESPONSIBILITIES

Manages multiple assignments of varying complexity while meeting federal as well as internal regulations and procedures, with the ability to adapt to changing needs of the College and business partners. Hours may include working outside of a normal workweek schedule as needed to meet workload demands.

The employee regularly sits, but may stand and walk for extended periods of time. Employee converses verbally or manually with others in person and by telephone. Employee occasionally lifts or exerts force of up to 25 pounds when moving files, boxes and other materials. With multiple conference spaces as well as meetings across the campus, employee regularly walks outside to other buildings

WORKING CONDITIONS

Typical office environment. Regular exposure to moderate noise typical to business offices. Must travel to various Columbus State campuses and sites.

Knowledge, Skills and Abilities:


Knowledge of: industry standard project management methodologies and practices; FERPA; Information Technology industry inclusive of applicable project management computer software, programs and applications.


Ability to: lead team of employees; Lead project activities and plan, execute and close assigned projects according to strategic alignment and prioritization; manage triple constraint; coordinate and monitor resource allocations including assignments of team members and third-party contractors or consultants in order to deliver projects according to plan; coordinate multiple concurrent activities and tasks; work independently demonstrating initiative; develop and maintain effective working relationships with peers, business partners, job contacts, superiors and general public; maintain accurate and complete work records; maintain confidential and sensitive information.


Skill in: verbal and written communications; interpreting and implementing federal, state and common policies and procedures; scheduling and organizing work; customer service; collecting data, establishing facts and drawing valid conclusions; application of job software programs; maintaining public relations; organizing and problem solving; effectively work with persons of varying cultures and diversity.


Minimum Qualifications:

Bachelor's Degree and five (5) years progressively responsible experience in project management, leading projects from idea through implementation and closeout. State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s). An appropriate combination of education, training, coursework and experience may qualify a candidate.

Preferred Qualifications: Project Management Professional (PMP) Certification
