Position Summary
Under the general supervision of the Director of Health Services and the Laboratory Director, this position operates the clinical laboratory in the Student Health Center and facilitates the effective delivery of medical laboratory services for clinicians and all health center patients. This position requires maintenance of certification standards and governmental regulations which apply to laboratory practice and must assure quality performance.
Required Qualifications
• Bachelor’s Degree in Medical Technology or Medical/Clinical Laboratory Science OR Associate’s degree from an accredited Medical Laboratory Technician ( MLT ) Program
• Certification as a Medical Technologist/Clinical Laboratory Scientist by the American Society of Clinic Pathologists ( ASCP ) and/or the National Credentialing Agency for Laboratory Personnel ( NCA ).
• Considerable knowledge of the underlying scientific principles of laboratory testing as well as the technical, procedural and problem solving aspects.
• The ability to effectively operate complex laboratory instruments.
• The ability to complete difficult and complex laboratory procedures independently.
Preferred Qualifications
• Bachelor’s Degree in Medical Technology or Medical/Clinical Laboratory Science
• Considerable knowledge of literature and recent developments in medical laboratory work.
• Understanding of the factors affecting health and disease, the importance of proper test selection, validity of test results and the causes of discrepant test results.
• The ability to promote and support the attitudes, behaviors, knowledge and skills necessary for staff to work respectfully, sensitively and effectively with patients/customers and coworkers in a culturally diverse environment.
• Excellent oral and written communication skills.
• The ability to explain theory and rationale regarding test procedures to students doing clinical rotations in the lab.
• The ability to anticipate, acknowledge and meet the appropriate needs of patients/customers and co-workers.
• The ability to make honesty, fairness and justice the keystone of all interaction with patients/customers and co-workers.
• Lab Supervision Experience with ability to serve as a Technical Consultant
Physical Demands

Working conditions and environment
• Rare evening coverage for special events (generally 2x per year)

This position carries an expectation of full time hours during the academic year with reduced hours in summer. Expected hours 7:45am-4:30pm

Duties to Support Responsibility
• Perform qualitative, semi-qualitative and quantitative laboratory tests in the areas of urinalysis, hematology, bacteriology, immunoserology, mycology, parisitology, etc.
• Draw blood for all tests performed in-house as well as those sent to referral labs.
• Collect other specimens as needed.
• Process specimens collected by clinicians for referral to other laboratories such as Wisconsin State Lab of Hygiene, County Health Department, etc.

Performance Standards for Mandatory Laboratory Certification
Duties to Support Responsibility
• Perform periodic proficiency testing on unknown samples from the Wisconsin State Lab of Hygiene, maintaining an acceptable percentage of analytical accuracy for lab certification in areas of hematology, immunoserology and microbiology.
• Maintain daily performance and quality assurance records according to Clinical Laboratory Improvement Amendment ( CLIA ) standards in order to meet requirements of bi-annual inspection by CLIA surveyors.
• Serve as CLIA Technical Consultant exercising responsibility for technical and scientific oversight of the laboratory.
o Perform periodic evaluation and assurance of documented competency for all testing personnel.
o Facilitate periodic comparisons of test results with referral labs to assure reliability of procedures not covered by proficiency testing. o Provide Laboratory Director with written monthly reports regarding proficiency testing results, patient and quality control testing and issues affecting test performance.
• Develop and maintain laboratory procedure manual and document review of manual annually.
• Maintain and review quality assurance manual annually and make available to Laboratory Director for review and documentation.
• Assist Laboratory Director to prepare for and facilitate bi-annual CLIA inspection with surveyor, providing information regarding number of tests performed annually, relevant documented patient records, lab personnel performance, proficiency testing, manuals, problem solving procedures and all structures and procedures contributing to the reliability of testing. Upon completion of survey, correct deficiencies and implement any changes identified during inspection process.

Laboratory Supervision
Duties to Support Responsibility
• Supervise, plan, and coordinate operations in the following areas: hematology, microbiology, urinalysis, chemistry, and waived testing.
• Instruct laboratory/testing personnel in procedures and theory of all in-house laboratory tests performed.
• Supervise cross-training of Clinical Staff to allow coverage during vacations and other absences and to assure maintenance of skills in all areas.
• Maintain laboratory records as required by the Department of Health Services ( DHS ) including patient results, quality control (QC) records, and proficiency testing (PT) results and review laboratory deficiencies with Director as needed.
o Submit QC data to corresponding QC program and PT results to the DHS approved PT program.
o Review QC data and PT results.
o Document issues/deficiencies with preanalytical, analytical, and post analytical in regards to patient testing, QC, and PT.
o Create a corrective action plan when QC and PT results are found to be unacceptable or unsatisfactory.
o Provide remedial training for laboratory/testing personnel.
• In cooperation with SHC Director, discuss necessary supplies and evaluate laboratory equipment needs.
• In collaboration with the SHC Director, plan and administer the laboratory budget.
• Collaborate with SHC Director and Laboratory Director to improve operation of SHC . o Work with all SHC personnel on processes to improve customer service of the laboratory.
• Evaluate additional test capabilities for laboratory in terms of testing complexity, staffing, facilities, and cost.
• Assess laboratory testing personnel in 6 areas of competency as defined by Clinical Laboratory Improvement Amendments ( CLIA ).
o Record competency results on corresponding laboratory competency sheets.
• Assure a collaborative and cooperative relationship with other laboratory personnel.
