Mission or Goal of Unit

The mission of UCEDDs is to serve as liaisons between the academic expertise of institutions of higher learning and service delivery systems to positively affect the lives of individuals with developmental disabilities and their families by increasing their independence, productivity, and integration into communities. UCEDDs work with people with disabilities, members of their families, state and local government agencies, and community providers in projects that provide training, technical assistance, service, research, and information sharing, with a focus on building the capacity of communities to sustain all their citizens.

Chief purpose of this position in support of above mission or goal

The VCU School of Education is recruiting for the twelve-month, tenured or term faculty (non-tenure accruing) position of Executive Director of the Partnership for People with Disabilities (Partnership) with faculty rank in the Department of Special Education and Disability Policy. The Partnership is recognized as Virginia’s University Center for Excellence in Developmental Disabilities housed in the VCU School Of Education. The Executive Director oversees all aspects of the Partnership. This includes pursuit and management of new and existing extramural grant funds, in addition to the Partnership’s core UCEDD grant. Successful candidates will have a track record with external grant funds, supervisory experience, and demonstrated experience in research and practice in advancing access, equity, and quality education for underrepresented learners within low-resource communities. This includes a commitment to addressing diversity, inclusion, social justice and equity in education/special education through research, teaching, service and mentoring.

Position Responsibilities

Teaching:
-May teach courses in the Counseling and Special Education Department of the School of Education
-Serve on dissertation committees and advise graduate students

Research:
-Conducts research and scholarship that advances the mission of the Partnership and SOE
-Pursues extramural funding to support the Partnership
-Seeks opportunities for interdisciplinary research collaborations
-Serves as PI on federal, state, and other externally funded projects

Service:
-Represents, assigns others, or approves others to represent the Partnership on national, state and local advisory councils
-Approves policy initiatives
-Serves on SOE and VCU committees as requested

Administrative:
-Provides expert leadership and management to the more than 35 programs representing multiple funding sources
-Approves at the unit level all HR decisions requiring departmental approval including but not limited to personnel actions, ADA accommodations, tuition waivers, evaluations
-Approves at the unit level all fiscal actions requiring departmental approval including but not limited to close-outs, chrome river actions
-Approves correspondence representing the Partnership, such as letters of support, written correspondence to funders; serves as program development leader; oversees and provides direction and decisions on matters of building safety, maintenance, accessibility
-Represents the Partnership on the SOE Leadership Council and Center Director’s meetings
-Serves on SOE faculty and staff searches, as requested
-Supervises employees across T&R, Classified UAP, UE designations including the Assistant Director, Business Manager and other senior management positions at the Partnership in addition to other staff and faculty

Required Qualifications

-Earned doctorate in disability-related field
-Extensive knowledge of the field of intellectual and developmental disabilities, especially federal, state, and local regulations, policies and practices
-Demonstrated leadership in carrying out the mission, core functions and federal requirements of a university center (e.g., a University Center for Excellence in Developmental Disabilities [ UCEDD ], or similar) in compliance with legislation and related regulations
-Evidence of ability to represent the UCEDD externally and within the University
-Evidence of focused scholarship and active grant-funded research, publications, and grant development in one or more areas related to disabilities
-Academic credentials necessary for appointment as term or tenured associate or full professor
-Demonstrated success in securing and managing external funding from varied sources to achieve the goals of the Partnership for People with Disabilities
-Evidence of effective leadership of a complex organization within an academic context, including a growth mindset and visionary and strategic planning within the organization, university, and broader community
-Demonstrated effectiveness in building productive relationships with government leaders, donors, and external stakeholders to secure support for progressive policies and innovative services for people with intellectual and developmental disabilities and their families
-Demonstrated experience working in and fostering a diverse and inclusive faculty, staff, and student environment and commitment to do so as a faculty member at VCU
-Experience working within urban settings with individuals in our communities who have been historically marginalized and done from a culturally responsive lens
-Demonstrated experience in the management of faculty and professional staff
-Ability to provide oversight to the Center’s overall financial portfolio that includes state and national projects
-Experience overseeing grants, finances, and human resources, ensuring that the internal infrastructure is in place to support the Institute’s projects

Preferred Qualifications

-Prior leadership experience in a UCEDD and/or Leadership Education in Neurodevelopmental Disabilities program
-Demonstrated relationships with the state Developmental Disabilities Council and the state Protection & Advocacy Organization
-Demonstrated experience in building relationships with people with intellectual and developmental disabilities and familie
