About the Opportunity:
NOTE: Northeastern is a global university and NU-RES supports its team working remotely. Remote locations and work schedules are determined based on operational needs and in consultation with Team members, consistent with University policies and guidance. This position may be expected to return to an in-person work schedule.

Responsibilities:
The Associate Director, NU-RES Research Compliance and Integrity leads, plans, and manages research compliance activities for Northeastern University, related to the ethical and legal aspects of research compliance, including financial and non-financial conflicts of interest, research integrity, international collaborations, animal use program (IACUC), human participants research (IRB), responsible conduct of research (RCR) and other relevant areas.

The associate director will manage complex, cross-functional projects with university-wide impact. Assists in the development and administration of Northeastern policies and procedures related to research compliance and ensures compliance with local, state, and federal laws, and regulations. Manages and leads projects with university-wide impact. Northeastern seeks an individual who is comfortable collaborating with faculty and administrators, communicating federal and university requirements to university stakeholders, overseeing compliance programs and policy development in response to government agency updates, leading projects, and balancing multiple priorities with competing deadlines.

Examples of Duties:
Research Compliance- Act as point of contact (POC) for all research compliance matters. Serve as a resource to the campus in developing compliance related processes and providing compliance advisory services to executive management, faculty, and staff. Formulate and implement compliance programs in accordance with federal regulations and University policy.

Work with the compliance team to develop, refine, and implement University policies and practices for compliance for each of the following topical areas:

- Export Control and International Compliance - Evaluate emerging compliance trends in higher education, research, and government; identifies and implements best practices; keep apprised of emerging compliance issues, share best practices, etc.

- Coordinate research integrity proceedings

- Provide project management oversight for international sponsored projects. Assure timely and appropriate follow-through; Maintain working relationships with key and institutional partners (Office of Global Programs, International Travel/Risk) as it relates to international activities and operations;

- Conflict of Interest Committee - Evaluate COI disclosures; work with AVP of Research Compliance on appropriate oversight. Work with faculty, chairs and deans on implementing effective COI disclosure program as it relates to research related activities.

- Institutional Review Board - Ability to understand and interpret human subject research regulations and provide assistance to the IRB Administrator as needed.

- Collaborate with Audit and Risk services as requested.

- Ability to serve and contribute to research oversight committees and review submissions.

The AD will also be able to do the following:

- Provide clear, responsive and frequent communication to the campus community.

- Design and maintain relevant information that cultivates a culture of compliance.

- Implement procedures to streamline office practices such as protocol tracking, reviews, and committee administration for COI

-Understand the complexities of research security and facilitate enhancements to the University's processes and policies around COI disclosures, agency disclosure requirements and other aspects of research security

- Frequently communicate to and coordinate with NU-RES and other university stakeholder offices across the university to address questions, needs, and problems related award activities in a timely manner and to ensure research activities are in compliance with federal regulations

- Promote compliance awareness across campus.

- As requested, review and approve material transfer agreements, confidential/non-disclosure agreements, and other agreements - as well as solicitations and sponsored research agreements - for compliance reviews.

- Collaborate with others in NU-RES to enhance communication around research compliance, including policy development, training and website presence.

- Monitor compliance and assess the adequacy of compliance activities and programs throughout the research area and in other related campus activities; periodically revise the compliance program to respond to changes in regulatory or policy environments.

- Prepare briefing papers, data tables, charts, and reports in response to requests for information

- Perform other related duties and responsibilities as assigned by the Assistant Vice Provost for Research Compliance and Director of Research Integrity & Export Controls.

Qualifications:
- Advance degree in business administration, public administration, law, science or related field, strongly preferred.

- More than six years of experience in research compliance or research administration.

- Broad understanding of the compliance requirements of federal, state, and other regulatory agencies.

- High level of competency with systems applications and databases.

- Excellent interpersonal and organizational development skills.

- Ability to maintain sensitive and confidential information.

- Well-developed analytical and problem-solving skills; ability to innovate.

- Excellent communications skills, public speaking skills, and the ability to effectively communicate with people at all levels of the organization. Ability to be flexible, tactful, and diplomatic.

- High degree of personal integrity and ethics with uncompromising standards.

- Proven ability to form partnerships with faculty and staff to accomplish compliance objectives.

- Experience developing and delivering training or education workshops in an academic setting.

- Professional certification (e.g., Certified Research Administrator, Certified ITAR Professional, Certified U.S. Export Compliance Officer, Certified Export Specialist) is preferred.

- In depth knowledge of U.S. regulations governing export control, trade compliance or sanctions and embargoes, preferably with specific emphasis on how these impact research-intensive organizations.

- Due to export control compliance requirements, candidates for this position must be U.S. citizens or permanent residents (green card holders).
