Reporting to the Division of Student Affairs, the Department of Public Safety and in particular the Director of Public Safety plans, organizes, directs, evaluates, and reports on all personnel and operations involved in the Public Safety, traffic, and parking functions at the College and its satellite facilities. The Director of Public Safety acts as the College's liaison with and builds constructive relationships with all local, state, and federal law enforcement agencies. This position requires frequent interaction with the Carthage College students, faculty, staff and guest community.

  • Conduct comprehensive assessments and evaluations of the Public Safety and/or policing services for the College based on both established and projected needs, with a goal of providing a safe learning and working environment for all students, staff, faculty, and guests
  • Establish and maintain standards for public safety operations and performance, as well as related community programming
  • Plan and coordinate security for special events
  • Establish pre-employment requirements for Public Safety personnel, in conjunction with the current public safety contract vendor
  • Develop and implement basic and ongoing in-service training programs for the campus public safety personnel
  • Establish record keeping/log and related documentation systems
  • Conduct job task analyses to ensure appropriate staff coverage and supervise employees to meet department goals
  • Establish and implement campus public safety policies and procedures
  • Develop crime prevention, intervention, and enforcement programs, and inform the campus community about public safety problems, remedies, operations, and needs
  • Assist with investigations
  • Research, compile, and assist in the publishing of crime statistics as required by federal and state laws and regulations
  • Develop and implement fire and severe weather programs; communicate, educate, and provide training and drills for the campus community
  • Ensure implementation and compliance with all aspects of the Clery Act by establishing record keeping/logs and related documentation
  • Ensure compliance with all federal, state and local laws, regulations, and educational rights and privacy acts pertaining to public safety issue
  • Provide leadership and coordinate training/education for the Carthage Emergency Response Team
  • Serve as a member of the Risk Management Committee and participate in other committee assignments as required
  • Promote and maintain professional Public Safety affiliations and up-to-date knowledge of both technical and legal developments in the field
  • Assist with the central vehicle program; develop and implement policies and procedures for the operation of the College parking lots in collaboration with facilities and the business office
  • Manage the College Card Access and CCTV system
  • Assist with control center for computerized fire systems as part of the Public Safety Dispatch Center
  • Serve as a chair of Emergency Operations Center and Emergency response Team
  • Bachelor's degree in law enforcement, management, public policy, or a related field
  • A minimum of five years' experience as a public safety professional on a college campus or similar environment required, with a demonstrated ability to communicate with students
  • A minimum of eight years of experience required in the management of law enforcement or public safety, with appropriate training and experience gained in civilian and/or military law enforcement (e.g., Master at Arms or Provost Marshall, if similar in scope and responsibility)
  • A working knowledge of both federal and state law enforcement rules and regulations
  • Demonstrated skills in physical and community public safety issues (e.g., lighting, locking systems, patrolling, reaction force management, public safety systems, emergency response, community policing)
  • Ability to organize, coordinate, and supervise support staff
  • Ability to interpret institutional policies, plans, objectives, rules and regulations, and communicate this information to subordinates and others
  • Ability to prepare and present detailed studies and reports
  • Excellent verbal, written, and interpersonal communication skills in a diverse college setting are essential
  • Possess strong interpersonal skills and be able to prepare and deliver presentations before small, medium, and large groups of people
  • Experience working with culturally diverse populations is desirable
  • Proficiency with Microsoft Word, Excel, and PowerPoint
  • Trained in the National Incident Management System (NIMS) Incident Command System (ICS)
  • Valid driver's license with good driving history required
  • Ability to be available 24/7 in the case of emergency and periodic supervisory presence on all shifts
