ATTENTION:

The Department of University Health & Counseling Services at the University of Wisconsin-Whitewater seeks a Business Manager (Admin Specialist).

This will be a fixed term appointment and reappointment for subsequent terms is dependent upon needs of the position, university funding and external forces.

JOB DETAILS:

This position provides general administrative, carries out budgetary and technology duties as assigned. This position is responsible for providing budgeting and accounting along with implementation and oversight of business management practices and the collaborative management of information system at University Health and Counseling Services (hereinafter referred to as UHCS). This position reports formally to the Director of Health Services and provides direct support to the Director of Counseling Services. This position will not have direct reports and will have contact with students. UHCS is a unit within the Division of Student Affairs.

QUALIFICATIONS:

Minimum Qualifications:
  • Associates Degree OR 6 years progressive equivalent experience
  • Excellent organizational skills
  • Proficient with Microsoft Office
  • Experience with data management tools
Desired Characteristics:
  • Experience in healthcare setting, with electronic medical record software, and billing and coding
  • Experience in healthcare/counseling clinic setting or related field
  • Effective interpersonal communication skills
  • Experience and comfort level with learning specialized software and hardware technology

RESPONSIBILITIES:

This position works with the budget of University Health & Counseling Services – assisting the Directors in maintaining and creating it. Primarily reviews, approves, and advises on a variety of complex financial transactions. Reconciles transactions. Maintains financial records, provides administrative processing support, and provides customer service for staff and customers in an assigned program area to support program financial management. Recommends controls and process improvements and troubleshoots complex financial errors. May be a lead or resource for others in the unit supporting the billing of health services and tracking of supplies.

  1. Budget Development & Monitoring
  2. Monitors financial transactions and fund balances and generates and reconciles complex reports and statements in accordance with established rules and regulations
  3. Reviews and approves complex transactions and assigns funding codes in accordance with established rules, regulations, and policies
  4. Reallocates expenses to appropriate funding strings
  5. Drafts communications and reports and maintains organization of varied records to provide administrative support within a specified work unit
  6. Answers complex fiscal questions and provides information based on set materials and standards to various audiences
  7. Reviews transaction processing internal controls and recommends policies and procedures
  8. Serve as a unit liaison to leadership providing budget, financial advice, recommendations, and financial status updates
  9. Contract procurement/preparation, research and review
  10. Support both Counseling & Health Directors to plan, monitor, and prepare budgets with $2.25M annual budgets
  11. Manage inventory and monitor inventor
  12. May train staff on financial processes and best practices
  13. Maintain all fiscal records
  14. Manage accounts receivable, balances, and cash handling processes
  15. Review purchases prior to submission to ensure fiscal responsibility
20% B. Office Management and Administrative Support
  1. Assist in the compilation and organization of all documentation required by the accrediting agencies, including the development of the necessary policy and procedure manuals.
  2. Liaison with FP&M and monitor and manage office keys.
  3. Occasionally provide backup coverage for health or counseling office coverage
  4. Cross train on Electronic Medical Records (EMR) for updating medical billing, invoicing, supplies, data analysis and general support.
  5. Use ICD-10 and CPT coding knowledge to correctly code and bill all appointments within the EMR and maintain updated knowledge of changes for both.
20% C. Administrate the Family Planning Only Services Program
  1. Process and maintain all surveillance, claims and paperwork for the Family Planning only Services
  2. Monitor applicant status and update accordingly in the EMR.
  3. Process Medicaid FPOS claims via use of the state electronic data system (EDS) & Process Medicaid FPFP claims via submission of DHFS forms for Non-Compound drugs
