Job Summary

The Director of Finance, Planning, and Procurement is a key member of the Office of Information Technology 's (OIT’s) senior leadership team. This position will champion the financial aspects of OIT's strategic goals by ensuring the efficient and effective use of financial resources, thereby ensuring campus customers are receiving exceptional value from delivered services. The Director reports to the Senior Associate Vice Chancellor for IT/Chief Information Officer and has managerial and fiduciary responsibilities for all financial matters within OIT. The position has oversight of all funds spanning eight organizations and nearly 200 services, with annual expenditures between $55 to $60M.

The successful candidate will demonstrate a broad and balanced range of experience in all aspects of financial planning and procurement, including management of all fiscal operations, processes, strategy, and reporting, and not limited to procurement. This position manages the full range of fiscal, planning, and procurement activities in OIT including:
  • Budget planning, financial modeling, financial reporting, rate-setting, purchasing, contract development and management, accounting, and inventory of capital assets.
  • Monitoring and measuring progress toward long-range strategic plans.
  • Developing funding requests and mechanisms for new service initiatives.
  • Meeting capital outlay obligations.
  • Ensuring sufficient funding for personnel.
In addition, this position is asked to provide guidance on behalf of CU Boulder to the university-wide Procurement Services Center (PSC) to help ensure the optimization of campus-wide strategic IT procurement.

The Director works in close consultation with the Senior Associate Vice Chancellor for IT/Chief Information Officer, department directors, department staff, the Office of Budget and Fiscal Planning (BFP), the Campus Controller’s Office (CCO), and other administrative offices on the Boulder campus, as well as with the University of Colorado System Office, which includes the Office of the University Controller (OUC), and the PSC Procurement Service Center.

The position oversees staff and student employees across two functional units: Finance & Budget (3.0 FTE) and Purchasing & Procurement (2.0 FTE and student workers).

What Your Key Responsibilities Will Be

Operational Oversight of Financial Activities and Supervision of OIT Finance and Procurement Staff:
  • Manage the fiscal operations of all OIT programs.
  • Oversee IT procurement, including approximately 2,000 requisitions per year.
  • Consult and collaborate with the PSC and across the four-campus system on optimization of IT purchasing, including strategies for enhancing transparency, reducing duplication, and creating alignment and efficiencies in campus-wide IT procurement to maximize resources.
  • Develop appropriate financial and administrative processes, policies, and infrastructure to support operations. Continually upgrade and tailor them to address evolving programmatic and operating needs in the most cost-effective manner utilizing appropriate software tools.
  • Lead an effective operation by promoting collaboration and cross-training between functions (budget, finance, accounts payable and receivable, procurement).
  • Responsible for providing standard, consistent service and high customer service levels while ensuring compliance with all state, university, and federal policies.
  • Manage both the OIT Finance and Procurement teams, which includes providing leadership, direction, supervision, and staff performance planning, ensuring routine operational needs are balanced with ad hoc analyses and projects.
  • Continually analyze processes, workflow, and operations to improve efficiency and outcomes. Assess strengths and development needs of staff.
  • Mentor, coach, and ensure professional development opportunities for finance staff.
  • Develop and oversee fiscal training for directors and departmental staff.
  • Advise, counsel, and assist directors and staff on financial matters.
  • Ensure alignment of financial and administrative practices with resources, policies, and priorities.

Advisor to the Sr. AVC & CIO and OIT Leadership Team:
  • Participate as a full member of the senior team by aligning fiscal and procurement management and strategy with OIT’s overall goals and vision.
  • Evaluate fiscal and policy implications for OIT’s programs and services. Identify, research, and evaluate strategic opportunities.
  • Provide timely feedback on day-to-day operational issues.

Financial, Budgetary and Procurement Planning, Modeling, and Reporting:
  • Work in consultation with the CU-Boulder Office of Budget and Fiscal Planning (BFP) to plan, develop, and implement financial models, budget strategies, and policies to achieve OIT’s strategic goals.
  • Identify and allocate resources, develop appropriate service rate structures, facilitate action plans, and evaluate outcomes while maintaining overall fiscal stability.
  • Develop fiscal planning capabilities and financial projections based on a comprehensive understanding of OIT and its campus customers and constituents.
  • Model, report, and identify metrics to assess and optimize CU Boulder IT procurement spend.

Develop and Maintain External Relationships:
  • Work in close consultation with various campus offices, especially BFP, CCO, and the PSC, to represent the needs and interests of OIT by establishing strong relationships and partnerships. Initiate and pursue strategic collaborations.
  • Participate on university-wide procurement committees and campus finance committees as appropriate.
  • Comment on and contribute toward university-wide and campus policy as appropriate. Collaborate and coordinate with other administrative offices as needed to manage implementation of new systems or ensure compliance with new policies.


What We Can Offer

  • Annual salary range for this position is $128,000 - $150,000.

What We Require
  • Bachelor’s Degree in business administration, accounting, finance, natural/social sciences, or a related field. A combination of education and/or relevant experience may substitute for the educational requirements on a year for year basis.
  • 5 years of progressively responsible experience in financial and administrative operations management, which includes budgeting, strategic and financial planning, financial reporting, and procurement in a complex organization.
  • 2 years of supervisory experience in building and effectively leading fiscal operations and cross-functional teams.
  • 2 years of finance experience in a public sector organization.

What We Would Like You To Have

  • Master’s Degree in accounting, finance, business administration or a comparable discipline.
  • Familiarity with PeopleSoft.
  • Experience in a K-12 or Higher Education organization.
  • Interest and curiosity in the evolving IT landscape as it relates to supporting the academic and research mission of the campus.
