Position Summary

The University Police Captain is accountable for supporting the Chief of Police and in directing staff to implement the goals of the department. The Captain will have daily contact with all members of the campus community, students, faculty, staff, administrators, visitors, and members of the public, while carrying out law enforcement duties to provide a safe and secure campus. In fulfilling the duties as a representative of the University Police department, the Captain is responsible for building effective professional partnerships across campus and within the community.

Essential Job Functions of Position

• Evaluates daily operations of the University Police department to ensure compliance with department and university policies, regulatory requirements and assignments delegated to shift sergeants.

• Directs operations of the Communications Center and provides direct supervision in the absence of a Supervisor.

• Formulates and/or assists staff in the development of policies and procedures.

• Interprets existing policies and procedures relative to specific situations and provides directions accordingly.

• Identifies and determines most effective and appropriate training curriculum.

• Ensures compliance with state mandated training requirements and reporting for all areas of the department.

• Provides group and individual training to staff in support of on-going professional development of department staff.

• Reviews daily police reports to certify conformity with Kansas and/or National Incident Based Reporting System ( KIBRS and NIBRS ) requirements. Shares identified errors and problems with shift sergeants to make corrections.

• Supervises and conducts investigations of crimes committed on campus.

• Works with other law enforcement agencies to coordinate joint investigations as merited.

• Prepares official reports for the filing of charges. Tracks case outcomes.

• Collects data for grant writing and reporting, and for other reports to document department activities and university crime.

• Creates, maintains and publishes work schedule for all personnel in the department. Conducts shift bids in accordance with department policy and procedure.

• Prepares and delivers presentations to raise awareness and facilitate understanding of safety and security issues on campus and the local area to campus and community groups.

• Serves as a security advisor to various groups such as the Safe Streets Coalition, etc.

• Serves as a liaison with the city police department, county sheriff’s office, KBI and other law enforcement agencies.

• Performs additional job related duties as assigned or as appropriate.

Non-Essential Job Functions of Position

Education and Experience

• Five years criminal justice experience with at least three years’ experience at the supervisory level.
• Three years of experience in criminal justice investigations.

Preferred:
• Bachelor’s degree.
• Law enforcement training in the areas of criminal investigation, interviewing, narcotic law enforcement, budgeting, leadership, supervision and internal affairs investigations.

Knowledge, Skills & Abilities

Licenses, Certifications & Registrations

• Current certification by the Kansas Commission on Peace Officers Standards and Training; or current certification on Peace Officers Standards and Training with the ability to obtain the Kansas certification within one year of hire.
• Current valid Class C Driver’s License with acceptable driving record under University standards.

Additional Requirements (e.g. Physical Demands)

• No felony convictions.
• No convictions for domestic violence.
• No protection from abuse/stalking orders against them.

A Campus Security Authority ( CSA ) is an individual, who by virtue of their university responsibilities and under the Clery Act, is designated to receive and report criminal incidents to the University Police Department so that they may be included and published in the university’s Annual Security Report.”
