Responsible for the development, implementation and administration of the University of Houston System's tax strategy in compliance with federal, state, and local tax laws. Responsible for reporting of taxes, including income, nonresident alien and unrelated business income taxes. Provides the highest quality advice and service in tax issues including but not limited to; unrelated business income tax, compensation and fringe benefits, nonresident alien payments and tax treaty provisions, tax-exempt bonds and private business use restrictions, retirement plans, scholarships and fellowships, student FICA exemption, and education tax credits.

  1. Functions as university liaison with federal and state tax authorities and represents the University in managing all IRS, State, external and/or internal audit activities.
  2. Partners with the Office of General Counsel, Human Resources, Office of Admission, Financial Aid Office, Registrar's Office and Treasury on all issues related to taxation.
  3. Ensures University compliance with Federal and State tax laws and regulations and coordinates state and local sales tax compliance efforts.
  4. Advises the University on all tax matters as well as handling all required Federal and State tax filings.
  5. Analyzes income-producing activities that may result in unrelated business income tax; reviews unrelated business income tax returns. Responsible for the filing of all university tax returns.
  6. Determines fringe benefit reporting requirements and resolves employment tax issues.
  7. Oversees tax treaty compliance for nonresident alien employees, students and independent contractors.
  8. Determines tax-reporting responsibilities in valuing donor contribution and fundraising activities.
  9. Establishes whether research activities, joint ventures and other special activities are consistent with exempt purposes.
  10. Participates in the development of and revisions to university policies to enhance university compliance with federal and state tax laws and regulations.
  11. Tracks legislative developments at the federal and state levels and advises university units accordingly.
  12. Establishes tax reporting objectives and monitors compliance with relevant tax authorities.
  13. Performs all tax law research, interprets tax codes and advises management on tax issues.
  14. Performs other job-related duties as required.

Qualifications :

Bachelors and 7 years experience.

Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

Preferred: Masters Degree in Taxation and/or Law OR Juris Doctor (J.D.) in taxation.Experience:

Requires a minimum of seven (7) years of directly job-related experience.

Preferred: Advanced knowledge in the field of taxation, particularly Higher Education, Tax Exempt entity and/or Nonprofit Taxation.

Additional Requirements: Extensive knowledge and significant experience of tax reporting, tax return filing compliance required by the IRS.

Preferred: CPA
