General Summary/Purpose:

The Budget Analyst coordinates, performs, and oversees the budgeting and financial activities related to JHH and JHU accounts of the IT@JH department, including cost centers, departmental and sponsored budgets, revenues/recoveries as they relate to formal and informal departmental goals, standards, policies and procedures. The Budget Analyst analyzes University and Health System financial data and administers reports for forecasting and results analysis. The Budget Analyst assists in financial studies and analysis regarding projected changes in revenues and expenditures and ensures compliance with Hospital and University and/or agency regulations and restrictions. This position may train others in budget related policies and procedures.

Specific Duties & Responsibilities:

  • Assist/Manage ServiceNow workflow ticketing assignment and distribution
  • Initiate and process transactions with SAP modules (e.g., AP, Supply Chain, Finance, Sponsored and BW), including accounting documents/transactions (non-payroll transfers, shopping carts, vendor invoices and check requests.Monitor and analyze the current and projected operations of numerous budgets
  • Coordinate, consolidate, and analyze departmental information for preparation of the monthly/quarterly and annual operating/capital budgets and five-year to ten-year plans
  • Prepare internal financial and related statements, and review and assess materials and financial schedules for presentation in monthly, quarterly and annual budget meetings
  • Perform variance analysis for responsible areas and keep manager abreast of any pertinent information or changes
  • Prepare verbal and written comments on key variances and drivers from budgeted monthly and at year end close
  • Monitor financial projections and activities in related areas while being proactive to correct and research errors and anomalous activity
  • Recommend quality control and process improvements to the Associate Director of Finance with regards to overall business process
  • Be responsible for enhancing decision making between the director’s and managers associated with financial planning
  • Communicate with all stakeholders for status and completion updates for related invoices and PO’s
  • Participate in annual budget development for responsible areas in coordination with Finance leadership and the Budget team
  • Should be well accustomed to the responsible area and provide insightful and accurate estimates for the baseline budget
  • Provide excellent customer service and establish partnerships with internal and external stakeholders, business owners and departments through thoughtful, fast, accurate and efficient communication


Minimum Qualifications (Mandatory):

  • Bachelor’s degree in accounting, finance, or business management
  • One (1) year of related progressively responsible experience
  • Additional education may substitute for required experience and additional related experience may substitute for required education.
    • 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Special Knowledge, Skills, and Abilities:

  • Requires thorough analytical skills; a high level of proficiency in Excel

  • Requires excellent oral and written communication skills for tactful and effective interactions with students, parents, outside vendors and staff at all levels
  • Requires the ability to work independently with minimal supervision and excellent organizational skills to prioritize and manage multiple assignments in a diverse and frequently changing business environment
  • Ability to handle confidential information responsibly
  • Prior experience using SAP, Transact, and Word Press is helpful
  • High degree of detail orientation
  • Ability to work independently and perform a high degree of accuracy
  • Ability to establish and meet work schedules within limited time frames and under tight deadlines
  • Able to coordinate the work of a diversified staff in various environments
  • Technical prowess for working in complex financial systems within the organization

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
