The Office for the Prevention of Harassment & Discrimination (OPHD) is responsible for ensuring the University provides an environment for students, faculty, and staff that is free from discrimination and harassment on the basis of protected categories. OPHD’s mission is to educate the entire UC San Diego community about these issues and to assist with prevention efforts, and prompt and effective resolution of all complaints. OPHD provides analysis and guidance in all areas pertaining to institutional compliance with federal and state laws, and University of California nondiscrimination policies. Reporting directly to the Chief Ethics and Compliance Officer, OPHD conducts civil rights investigations and guides senior campus leadership in all Vice Chancellor areas.



The Associate Director and Deputy Title IX Officer – Health Sciences reports to the OPHD Director / Title IX Officer of the Office for the Prevention of Harassment and Discrimination (OPHD).


Under general direction of the OPHD Director / Title IX Officer, the Associate Director is charged with significant responsibility for the implementation of complaint resolution processes utilized to respond to reports of harassment and discrimination of individuals in protected categories who work, learn, or receive care in the health sciences, including the UCSD affiliated medical centers and clinics (collectively “Health Sciences”). Drawing on a strong legal background and expertise in UC and UC San Diego policies, the incumbent serves as the primary health sciences resource for matters pertaining to harassment and discrimination and assists the OPHD Director / Title IX Officer with the development of local policies and guidelines; mandated reporting; investigations and complaint resolution; and the development of associated trainings and briefings for health science leaders. The Associate Director is the lead investigator of all complaints emanating from the Health Sciences and will chair, at the direction of the OPHD Director / Title IX Officer, the Incident Response Team.


With the OPHD Director / Title IX Officer, the individual develops plans, goals, and objectives for the health sciences side of the unit. This position also provides leadership for the execution and coordination of activities for the unit. At the direction of the OPHD Director / Title IX Officer, may assume responsibility for OPHD in the absence of the OPHD Director/ Title IX Officer and represent UC San Diego on behalf of the OPHD Director/ Title IX Officer on various campus and UC committees.


The Associate Director provides expert-level knowledge in a compliance specialty program, or multiple programs. Ensures the location has comprehensive processes for investigations, and coordinated responses for compliance programs. Works on most complex issues with limited or no precedence, where analysis of situations or data requires an in-depth evaluation of variable factors.


May be recognized as an expert in the external industry.

• JD or Advanced Degree, or an equivalent combination of education in the field/specialty.

• In-depth and demonstrated knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports.

• Advanced knowledge of federal and state laws and regulations, case law, and guidance related to sexual harassment in in the educational and employment setting.

• Experience investigating sexual harassment or other equivalently sensitive allegations in an empathetic and confidential manner.

• Expert knowledge of the complexities of sexual harassment, including sexual violence, in the postsecondary setting.

• Expert knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards. Demonstrated strong experience in exercising independent judgment in the assessment, investigation, and resolution of concerns brought to the Office for the Prevention of Harassment and Discrimination.

• Experience applying sound principles and standards in completing highly complex and technical assignments. Strong skills in and working knowledge of conflict resolution, problem-solving techniques, mediation skills and techniques, listening skills, screening, interviewing, advising, and investigation. Strong analytical skills and experience assessing and negotiating complex, highly sensitive situations.

• Experience developing policies and procedures in a complex organization.

• Expert knowledge of Title IX regulations and related law and policy. Knowledge of state and federal laws regarding harassment and discrimination based on protected categories. Working knowledge of University policies, Titles VI, VII, IX; the Americans with Disabilities Act (ADA), and the Violence Against Women Act (VAWA).

• Demonstrated understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).

• Excellent interpersonal skills to work with all levels of University personnel, including leadership and faculty, investigation complainants, and subjects regarding sensitive matters. Experience establishing and maintaining productive working relationships with campus administrators, staff, faculty, and students. Experience assisting or consulting with administrators, staff, and faculty in assessing procedural, policy or ethical concerns in complex matters. Exceptional tact, diplomacy, discretion, professionalism, and judgment in the exercise of decision-making and higher-level communications.

• Demonstrated written and oral communication skills; skill building rapport in an open, friendly, and accepting way; attentive listener.

• Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally-competent manner.

• Ability to gather and organize information, conduct analysis, and make recommendations on issues that are complex in nature; critical thinker. Ability to apply policy and legal concepts to issues.



• Experience in a healthcare/medical school setting.

• Ability to read, speak, and write fluently in both English and Spanish.
