JOB SUMMARY:

Working with campus partners, the Chief of Community Concerns and Resolutions (CCCR) will create a new unit to centrally coordinate and communicate complaint processes, standardize complaint process and tracking mechanisms, enhance the support and advocacy provided to Adelphi community members involved in a complaint, and address broader cultural concerns raised by members of the University community. The CCCR will lead the University's efforts to foster a living, working and education environment that is free from harassment, discrimination, and sexual misconduct through prevention and education efforts as well as ensuring a fair, impartial process for all individuals involved in a Title IX, Student Conduct and Threat Assessment (public safety) investigative process.

The CCCR will work closely with campus partners to facilitate a fair, responsive and equitable conduct process for all students and employees.

REPORTS TO: Vice President for University Wellness, Safety and Administration

RESPONSIBILITIES & DUTIES:

Title IX Investigation Process Organization:
  1. Coordinate the prompt, effective, and equitable intake, investigation, and timely resolution of all allegations of sex and/or gender-based discrimination, sexual harassment, discrimination and/or harassment based upon a protected class, and retaliation, pursuant to applicable state law, federal law, and university policy.
  2. Ensure that the investigation findings and outcomes are consistent with applicable regulations and are properly documented.
  3. Selects, trains, and oversees the designated Title IX Coordinator(s) and Investigative team across critical areas of the institution.
  4. Ensure ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive reports and maintaining records of investigations.

Prevention and Education:
  1. Develop and implement long-term goals for programming, services, education, and assessment of Title IX compliance efforts.
  2. Provide Title IX compliant training to investigators, decision makers, and facilitators of informal resolutions and ensure that all new hires, employees and students receive annual Title IX training.
  3. Leads the development and/or implementation of University climate surveys pertaining to sexual misconduct, sexual harassment, domestic violence, dating violence, and/or stalking.
  4. Implements and regularly reviews policies and procedures that meet all relevant legal requirements.

Collaborate with Student Affairs:
  1. On oversight of the University's student conduct program.
  2. Provide support and training in conjunction with the Conduct team, primarily made up of professional staff members.

Other Administrative Duties:
  1. Centralized coordination of complaints to ensure community members understand what office can effectively address their concerns.
  2. Proactive communication of status and next steps in the process, giving community members comfort that their complaints are being taken seriously, treated equitably and addressed timely.
  3. Assure resources for support and questions throughout the complaint process.
  4. Standardization and tracking of complaints to ensure all complaints follow a consistent process and are actively tracked and managed.
  5. Provide education and awareness to the University community. Provide transparency into key policies, processes, timeliness, points of conduct, and expectations for all parties.
  6. Thoughtful consideration of diversity and inclusion impacts to the complaint process.
  7. Work with legal counsel and paralegals on all complaint matters as needed.
  8. Maintain a comprehensive case management system that organizes, manages, and tracks all complaint reports and preserves other Title IX, Student Conduct and Threat Assessment documentation as required by law.
  9. Fulfill governmental reporting responsibilities.
  10. Oversee protocols for campus responses to data requests from internal and external constituents and agencies.
  11. Remain current regarding state and federal law, including but not limited to Title VII, Title IX, VAWA, Campus Save Act, Clery Act, and FERPA.
  12. Develop, implement, and review policies, procedures, and grievance procedures as they relate to Title IX, sex and/or gender-based discrimination, sexual harassment, sexual and relationship violence and discrimination and/or harassment based upon race, ethnicity, and any other protected class.
  13. Remain current regarding trends in the field of education related to sex and/or gender-based discrimination and sexual misconduct as well as discrimination/harassment based upon any other protected class.
  14. Collaborate and partner with Student Affairs, Human Resources, Public Safety, Provost Office, Office of Diversity, Equity & Inclusion, and Executive Leadership.
  15. Perform other job related duties as assigned.

REQUIREMENTS: (Knowledge, skills and abilities)
  1. Excellent investigative and conflict resolution skills
  2. Excellent oral and written communication skills.
  3. Excellent interpersonal skills.
  4. Strong knowledge and experience working with data analytics, Maxient, or other similar case management software, google applications and Microsoft programs.
  5. Strong project management skills working with several different units.
  6. Knowledge of current state and federal law and regulations, practices and procedures, identified best practices and trends in the field of education related to harassment and other discriminatory practices that violate Title IX, Title VI, Title VII, SAVE, VAWA, ADA, ADAAA and other federal and state anti-discrimination laws, regulations and requirements.
  7. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  8. Ability to recommend and/or effect changes to policies, to revise practices and to implement equitable procedures across many departments, including human resources, public safety, athletics, academic affairs, and student affairs/student conduct.
  9. Ability to design and deliver training programs to all constituencies of the campus, demonstrate accountability with respect to attendance and assess the effectiveness of these trainings.
  10. Ability to understand, communicate with and effectively interact with people across different cultures. Possesses a positive attitude towards cultural differences. Willing to gain knowledge of different cultural practices and worldviews and determine how those practices and views will factor in during investigations, complaints, reports, findings, etc.

EDUCATIONAL/EXPERIENCE REQUIREMENTS:
  1. Bachelor's degree in a relevant field required.
  2. Master's degree, J.D. or Ph.D. in a related field preferred.
  3. Five or more years of experience working with either Title IX, student conduct, compliance or conflict resolution is required.
  4. Higher education experience is highly preferred.

POSITION(S) SUPERVISED:
  1. Title IX Coordinator and Director of Equity and Compliance.
  2. Paralegal and Assistant to the CCCR.
  3. Collaboration with the Director of Student Conduct and Community Standards.
  4. Collaboration with the Executive Director for Public Safety.
