General Summary/Purpose:

The Sr. Operations Officer will be responsible for putting into practice global systems to ensure the efficient operation of the Johns Hopkins Center for Communication Programs (CCP) programs and compliance with relevant laws and policies of the countries in which CCP operates and the organizations that fund our work. The Manager will serve as a resource for program staff, both at the head office and in the field, on compliance, policy and procedure. In undertaking this work, the Manager will link efforts of CCP’s finance and human resource offices into an integrated system of operational support for field programs. The position will supervise an Operations Officer.

Specific Duties and Responsibilities:

  • Maintain Local Legal and Accounting Network
  • Maintain relationships with local legal counsel and accounting firms in each country of CCP operation.
  • Seek, and assist country teams to interpret, local legal counsel and accounting guidance on employment, real estate, tax, contractual and other matters as necessary.
  • Create a Knowledge Management system for the laws and determinations received from local counsel.
  • Establish a documented understanding of local tax law for employers in each CCP country. Review existing spreadsheets and taxation documentation for field offices and ensure that remittances are being done in accordance with local law.
  • Facilitate annual compliance check on payroll taxes.
  • Facilitate annual compliance check for filings related to registrations.
  • Facilitate annual check on updating registrations.
  • Develop Local Employment Systems
  • Develop and update as necessary local compensation and benefits schemes.
  • Research local labor law.
  • Help ensure that CCP’s in country and expatriate compensation plans are applied consistently and appropriately.
  • Assist in researching compensation-related issues such as cost of living increases and salary surveys.
  • Help ensure that all field offices have personnel staffing policies and procedures documented and in operation including those related to employment, policies, payroll, taxes, benefits and severance.
  • Help ensure that severance policies are developed early in project cycles and are documented thoroughly.
  • Review severance annually; and particularly at closeout instruct and approve all severance payouts in conjunction with the HR Manager
  • Work with local legal counsel to identify country-specific employment law as it relates to the nature of the employment contract and benefits.
  • Assist as necessary CCP’s HR Manager to respond to employee relations issues as requested.
  • Oversee the development and maintenance of a database system to log all overseas hires; to include position; compensation and annual review date.
  • Track and follow up on overseas staff annual reviews.
  • Ensure all overseas employee paperwork is on file in Baltimore.
  • Collaborate with program teams to develop and refine as necessary draft human resource manuals for each country of operation, ready for review by HR and University.
  • Compile and maintain information related to local benefits and local labor law.
  • Develop and maintain a standard compliance certification for all local hires.
  • Develop and maintain a library of local job descriptions tied to local compensation plans.
  • Manage the work of global human resources contractors, such as Comp and Ben.
  • Investigate local hire tax issues and work with HR and program teams to ensure the proper handling of tax issues
  • Collaborate with program teams to coordinate development of independent contractor documentation and oversee submissions to the University.
  • Ensure Appropriate Country Office Registration
  • Coordinate with Baltimore on requirements for registering offices with foreign governments.
  • Ensure that a database of all CCP country registrations is well maintained.
  • Consult with local legal counsel regarding the appropriate form of registration for CCP operations.
  • Coordinate with the University and program teams to develop registration applications.
  • Consult with Executive Director, Finance Director and relevant Team Leaders on registration strategy.
  • As time permits, assist CCP with IP issues to include:

    • Ensure appropriate Intellectual property documentation
    • Advise program teams on intellectual property protection procedures.
    • Coordinate with appropriate University offices regarding IP protection.
    • Maintain a database of protected IP.
    • Consult with Executive Director and other members of the LG as appropriate on IP strategy and priorities.

    Minimum Qualifications

    • Master’s degree (M.A., MHS, MPH) required.
    • Six years related experience required, including at least five years’ experience in international development program operations.
    • Additional relevant experience and/or training may substitute for some education, to the extent permitted by the JHU equivalency formula.

    Skills and experience:

    • Must have international project administration experience preferably of USAID funded projects.
    • Extensive knowledge of U.S. government regulations like FARs, AIDAR, and CFR or the ability to rapidly acquire same
    • Excellent writer, experienced trainer, good facilitator
    • Familiarity with standard office software skills including substantial experience with spreadsheets and database development and management.

    Preferred:

    • JD preferred
    • Seven or more years of project administration experience preferred
    • Background and training in law, finance and/or human resources helpful

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
