GENERAL SUMMARY:The Associate Director of Government Affairs will coordinate closely with the department Director on locallegislative and regulatory affairs in the District of Columbia; identify, track, and respond to legislative and regulatory opportunities and challenges; inform and develop strategic responses to the policy environment; inform and develop advocacy efforts; act as a liaison with local government, the business community and other external organizations with which the Hospital shares interests; provide strategic decision-making and project management support related to Certificate of Need applications in DC; maintain and expand relationships with key stakeholders to advance the Hospital’s policy agenda, business interests, and advocacy efforts; and coordinate and enhance visibility of Johns Hopkins affairs activities both internally and externally in the District of Columbia.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Advisory:

  • Represent the organization at external community engagements, meetings, and events, and in key policymaking arenas.
  • Strategic planning of local legislative priorities with leadership and senior staff, identifying the set of issues to address and strive for during the legislative session and throughout the year.
  • Assist in providing leadership and senior staff an assessment of the political arena and recommendation on Johns Hopkins position.
Liaison:

  • Serve as a liaison and direct advocate for Johns Hopkins entities in DC to local executive branch and legislative bodies. Develop meaningful relationships with DC elected officials, their staffs and key stakeholders.
  • Advocate for local legislative and regulatory action to advance Johns Hopkins' mission of teaching, research and patient care.
  • Build and maintain relationships and strengthen ties between Johns Hopkins entities in DC and government officials and offices. Serve as a contact between university and health system officials to assist on policy briefs and testimony related to DC interests.
  • Enhance the visibility of Johns Hopkins by creating opportunities to expose, promote and showcase Johns Hopkins needs and achievement to DC government officials, such as arranging meetings and site visits, providing faculty/staff expert testimony before legislative hearing and briefings, and presenting Johns Hopkins to trade seminars and retreats.
  • Meet with elected officials and policy leaders to advance the organization’s legislative and regulatory priorities. Communicate the organization’s position to policy makers on a wide range of issues, representing Johns Hopkins before legislative committees and regulators. Work to influence the development of legislation, regulation and programs. Maximize Johns Hopkins in DC opportunities to obtain and maintain public funds.
  • Coordinate activities linked with local government, business and community organizations. Serve on external policy committees and trade organization committees that assist in public policy development.

Legislative Analysis and Action:

  • Monitor and analyze proposed and enacted local legislation and regulations, determine potential impact on the organization, and develop positions on local legislation and regulatory concerns.
  • Collect and/or analyze data to answer policy questions through self-initiated research and analysis.
  • Serve as technical and policy resource to the Council of the District of Columbia. Be responsible for monitoring and attending hearings and sessions.
  • Employ strong analytical capabilities to define problems, and to interpret and synthesize complex information.
  • Identify relevant local challenges, opportunities and trends that are likely to impact Johns Hopkins University and Health System in DC and the national capital region. Develop course of action to implement position of the organization, including appropriate action to minimize negative impact or maximize positive impact.

Materials Development and Production:

  • Assist in the development of internal legislative newsletter to provide an overview of legislative issues, impact, and updates on bill status. Write articles, updates and alerts relating to legislative issues.
  • Drafts comments and amendments to proposed local legislation and regulations.
  • Ensure the institution's compliance with lobbying disclosure and ethics rules.
  • Develop and enhance materials necessary for legislative action, and prepare research memos, briefs, reports, and presentations in a variety of formats to engage and inform a diverse range of constituents (e.g., internal leadership, board members, community leaders, partners).
  • Perform additional duties and special projects, as required.

Certificate of Need:

  • Work closely with department Director in developing Certificate of Need applications for services in DC.
  • Contribute to and participate in strategic decision-making related to Certificate of Need applications.
  • Provide project management support for successfully meeting regulatory requirements in the submission of Certificate of Need applications and related materials and in executing or monitoring implementation activities.
  • Support convening of project teams, faculty and staff, and groups of subject matter experts, collect and synthesize information and arguments from multiple sources, and draft written reports.
  • Research and understand DC Certificate of Need and related regulations.
  • Work closely with department Director to ensure regulatory reporting timelines are met and required materials are prepared and submitted with an emphasis on quality and accuracy.
  • Compile Certificate of Need applications and subsequent reports for submission to the State Health Planning and Development Agency.

Other:

  • Perform additional duties and special projects, as required.

SKILLS AND ABILITIES REQUIRED:

    Proficient in use of Microsoft Office. Strong organizational skills and superior knowledge, skills, and abilities that allow for independent work in a multi-task environment with the ability to manage many tasks simultaneously. Excellent oral and written communications skills, presentation skills, and analytical and problem solving skills that demonstrate tact and diplomacy in interactions with the public, hospital, and medical staff members, and people with diverse backgrounds.
  • Politically savvy with a demonstrated ability to develop and implement strategies that advocate institutional positions on DC legislation, regulation or governmental trends.
  • Ability to lead, to make decisions, and to act independently as part of the Government and Community Affairs team.
  • Creative thinking and knowledge to complete special assignments.
  • Ability to work under pressure, meet deadlines and function independently and as part of a team.
  • Must be flexible for travel within assigned territory with reliable transportation.
  • Ability to represent the hospital and Johns Hopkins in various community and local government venues and with key decision-makers.
  • Ability to build consensus and coalitions.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree required, advanced degree in law, policy, or related field preferred.
  • Public policy background, experience or training.
  • At least five years progressively responsible experience related directly to the responsibilities and duties of the job in either health care, lobbying or legislative staffing.
  • Knowledge of the District of Columbia’s laws, regulations, reporting requirements, and political processes.
  • Knowledge of District-wide issues.
  • Knowledge of government affairs.
  • Knowledge of public and health policy issues affecting health centers, non-profit organizations, and urban institutions.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
