GENERAL DESCRIPTION:
The Federal Program & Policy Specialist is responsible for assisting and supporting the Office of Federal Strategy in planning and implementing programs and initiatives in support of the federal engagement and public policy agenda for Johns Hopkins University and Medicine. The position will provide research and writing assistance on federal policy issues and as well as high-level administrative support for the team, including assisting with calendar management, travel logistics and general operations. The position also will play a key role in cross-department project work (e.g. website content management and design assistance, special project management for collocated external affairs departments).
The estimated percentage of time spent on job duties is as follows:
- 35% policy analysis and support— Use resources from online and elsewhere to conduct legislative and policy research, support federal outreach and compile or verify data and facts; work independently and collaborate with others to draft, write, organize and produce briefing materials and/or other documents for internal and external distribution
- 35% project management– Work with team to support and plan official Hopkins site visits, DC events (including Hopkins on the Hill), website oversight (including design, content management and maintenance), publication and presentation assistance, distribution of materials and information, and other high-level project support as needed.
- 30% administrative- Support team members with scheduling, travel, logistics for events/meetings, and by acting as the point of contact for the team (including answering phones as needed); provide backup administrative support to the Federal Strategy Executive Specialist
RESPONSIBILITIES:
This description is a general statement of required major duties and responsibilities performed on a regular and continuous basis. It does not exclude other duties as assigned.
Writing, research, presentations and general communication
- Conduct one-time and on-goinglegislative, regulatory and policyresearch and analyses on topics of interest totheuniversityand health system. Share or present findings in written or oral form as needed.
- Develop or coordinateand disseminate, as needed, notebooks,presentations (including PowerPoint), remarks, and high-level briefing materials or memos for use with university leadership and/or outside constituencies or stakeholders. This may include preparation of policy papers, talking points, fact sheets,or other materials.
- Provide editorial support, including drafting, copyediting, and proofreading department briefing materials and written communications.
- Independently respond to an array of inquiries and requests.
- Write content for both the web and print publications, including drafting, circulating and managing edits, changes, or updates for certain documents or content as directed by department leadership.
- Contribute ideas for and create infographics and other visual representations of data, proposals, messaging points, and for other purposes.
- Ensure consistency in the appearance and message across all department office communications; work with Strategic Initiatives for oversight and compliance to institution branding and graphic identify alignment.
- Compose letters, emails, briefings, and other types of communications as needed for internal offices and external audiences.
Event planning and administrative duties
- Provide special event and meeting coordination including venue selection, logistics, communications, attendee registration, scheduling, and onsite support and post-event follow-up.
- Organize and supportmeetings to advance the advocacy and thought leadershipactivities of Hopkins’ senior leadership.
- Establish and maintain positive working relationships with internal and external client offices, including JHU leadership and congressional office or agency staff.
- Provide critical information and updates on matters of significance to the federal strategy portfolio in a timely and expeditious manner.
- Provide high-level administrative support for directors and other staff including administration of multiple calendars and collaboration with administrative staff and others in internal and external offices to ensure efficient schedule coordination with high-level officers and dignitaries.
- Regularly update and review for accuracy all contact lists that involve federal government officials and ensure proper protocol is followed in all contacts with elected officials.
- Assist with lobbying disclosure questionnaire and quarterly report.
- Serve as the primary phone contact for the group.
- Provide back-up coverage for the Executive Specialist to the Vice President for Federal Strategy when needed.
- Help team troubleshoot IT equipment, hardware and software issues, including learning new programs and working with departmental and institutional IT assistance as needed.
QUALIFICATIONS:
- Bachelor’s degree in political science, health policy or a related field required. Master’s degree or juris doctorate preferred. Additional education may substitute for experience.
- Two years related experience in a high-level policy analyst, project management, or communications environment (additional education may be substituted for some experience).
- Ability to successfully work in high-energy, high-pressure environment to generate superior work product, at times on short deadlines.
- Must be able to work independently, but also collaboratively, while managing multiple on-going projects.
- Excellent interpersonal and communication skills.
- Experience with multiple software products, including Microsoft Office (Excel, Word, Outlook, Sharepoint, and PowerPoint) and Adobe Acrobat Pro, and on-line research tools (including congress.gov, bgov or something comparable and other resources). Experience with Concur/SAP a plus.
- Experience in producing high-level presentations and/or informational materials for external audiences with advanced skill in PowerPoint and Adobe Acrobat Pro.
- Excellent writing skills, including proofreading and copyediting skills and experience.
- Interest in federal government relations and familiarity with the legislative process.
- Must exercise discretion with materials and information of a highly sensitive and confidential nature.
- Evening and weekend work is required occasionally.
- Occasional travel to DC may be required.
- Ability to attend meetings and events requiring administrative or program support at locations that could require use of personal vehicle and may not be ADA compliant.
