Position Summary:

Financial Services is responsible for the purchasing, financial accounting, and billing activities for the University of Wisconsin (UW) -Division of Information Technology (DoIT). DoIT Purchasing provides purchasing services for DoIT department operations and infrastructure. We develop bids and requests for proposals, negotiate contractual agreements, manage the division's University procurement card activity, and provide travel and expense reimbursement services.

The Procurement Specialist facilitates the purchasing of various commodities for DoIT, including Information Technology hardware, software license subscriptions, and professional services. Responsibilities include issuing purchase orders for complex DoIT transactions, preparing specifications, conducting simplified bids, evaluating competitive bids, and developing official bids and requests for proposals. The Procurement Specialist advises DoIT Departments on UW policies, state statutes, and other procurement guidelines. This position operates under the direction and supervision of the Purchasing Group Manager.

Required Qualifications
* Two years' professional experience or combination of work experience and education in finance, procurement, accounting, or accounts payable. Minimum of four years' experience to be considered at the no-prefix level.
* Excellent problem-solving skills. Experience identifying and resolving problems in a timely manner; gathering and analyzing information; developing alternative solutions; working well in group problem-solving situations.
* Ability to distill, analyze, and educate other parties of complex UW and State of Wisconsin procurement and financial policies.
* Ability to understand and utilize spreadsheets and enterprise resource planning (ERP) or business process management systems.
* Experience with prioritizing and managing time-sensitive tasks as well as longer term projects.
* Effective oral and written communication; able to distill complex content for diverse audiences; ability to work on cross-functional teams with a diverse range of people and positions.
* Demonstrated commitment to customer-service. Ability to establish and maintain effective working relationships with customers and vendors.

Preferred Qualifications
* Experience in the use of effective procurement practices and bidding methods.
* Experience in reviewing, developing, and negotiating pricing and contractual agreements such as statements of work, terms of service, and license agreements.
* Experience with Information Technology commodities such as IT software, IT hardware, and IT consulting services.
* Knowledge of UW Madison / State procurement landscape and acceptable uses of University and UW Foundation funds.

Additional Information:

The candidate selected for this position will initially work remotely subject to an approved telecommuting agreement. Remote work requires successful candidates to possess their own high-speed internet and phone to perform the work on an employer provided computer. In the future, this position will likely be on-site, but future telecommuting could be discussed in accordance with policy and subject to approval. Candidate may, on occasion, be required to report to campus due to operational needs for meetings, trainings, or other activities.
