Position Summary

The Associate Dean of Health Services and Promotion leads and manages the physical health and well-being of the Dallas College students. The Associate Dean of Health Services and Promotion is forward thinking leader who will assist the Dean of the Student Care Network and Basic Needs develop a multidisciplinary outpatient practice committed to providing outstanding clinical care for its students. Its services include primary and urgent care, immunization, holistic health promotions that include, but not limited to, spiritual, holistic health. The Associate Dean is responsible for the day-to-day clinical operations of the Dallas College Health Center to ensure the delivery of high-quality health services for students. This individual will be responsible for all clinical operations, organizational oversight, and strategic planning activities and for maintaining excellent communication with College and campus leadership, parents, students, and staff. The Associate Dean will also be expected to promote health education and literacy throughout Dallas College and will be responsible for assisting with public health emergency planning and response. This interconnected position collaborates and plans with the Associate Deans of Counseling Services, Basic Needs and Community Connections, and all of Dallas College.

Required Knowledge, Skills & Abilities

• Knowledge of the purpose of community colleges and the vision of Dallas College
• Experience leading or managing major change initiatives
• Ability to identify and address opportunities and challenges that arise as a result of Dallas College’s current transition
• Experience working with student support programs (counseling, threat assessment, health & wellness programs, etc.)
• Experience in strategic planning, assessment of program(s) effectiveness, and development of guidelines to enhance student success units within the institution and with accrediting bodies
• Excellent interpersonal skills and the ability to communicate effectively, verbally and in writing, complex ideas, and information to a variety of stakeholders/constituents within the Dallas College community and health care, social service network related to student basic mental health, physical, spiritual and social needs
• Knowledge of applicable laws and regulations regarding student accessibility and the Americans with Disabilities Act
• Ability to work effectively with ethnic, cultural, and socially and economically diverse student populations
• Skills in technological support and delivery of student programs and services; knowledge and skill in the use of integrated software systems; and proficiency in the use of Microsoft application software
• Employ and deploy data-informed and results oriented initiatives
• An understanding of contemporary issues in higher education is required through professional development activities
• Ability to maintain confidentiality of information exposed to in the course of business regarding students, supervisors or other employees
• Highly collaborative leader with experience in a comparably diverse and complex college/university with a proven track record of enhancing quality, excellence, institutional diversity, equity and inclusion, and student success
• Experience in strategic planning, assessment of program(s) effectiveness, and development of guidelines to enhance student success units within the institution and with accrediting bodies

Physical Requirements

Minimum Knowledge and Experience

• Master’s degree in health administration or related field. Official transcripts required.
• Three (3) years of progressively responsible in leadership
• Demonstrable administrative and leadership experience
• Current and valid Texas driver’s license required.
• Ability to work extended hours beyond the regular 8:00 am to 5:00 pm workday especially during heavy registration peak times including nights and weekends.
• Health administration preferred.
• Experience supervising staff and interns
• Experience working with and leading diverse student and staff populations.

Essential Duties and Responsibilities

The Associate Dean is responsible for the direct oversight and management of the Health Services Center to include personnel management, assessment, budget management, policy formation, logistics, and strategic planning.
• Implementation and leverage technology platforms such as Titanium and Pieces to support the student care network.
• The Executive Director oversees:
o PIECES
o Titanium
o Nurses
o Health Service Centers
o CARE TEAM Support
o Holistic Health Promotion Staff
• The Associate Dean provides direct counseling and education services to students; consultation to students, faculty, and staff; and interns.
• Ensures staff and programs work collaboratively with other Dallas College areas, faculty and staff.
• Provide individual and group counseling services to students; including clinical and holistic health services.
• Promote a safe environment for students to discuss their feelings and then, ultimately, help them develop strategies to deal with the events in their life.
• To provide a prevention-oriented health care model for basic, find cost-effective community health care resources; to develop an organizational chart with job descriptions, including essential functions, for each staff member; clearly specifying responsibilities.
• To develop policy and procedure manuals for health services; update/revise as needed; ensure that policies/manuals are reviewed annually by nursing staff; to inform staff of new trends and procedures that would enhance college health care delivery; to secure liability insurance for nursing staff annually and to promote continuing education of the nursing staff; to develop/update a referral list of health care professionals, clinics, and resources in our area, including specialty services.
• To promote the health maintenance and well-being of students through health counseling, screenings and health awareness activities; to include not only direct patient care but also teaching, counseling, and serving as a campus consultant on health-related matters.
• To provide leadership, strategic visioning, establishing strategic goals and objectives aligned with the College’s mission and baccalaureate goals for the Student Health Center.
• To oversee federal and state law compliance for all educational and medical entities: FERPA, HIPPA, TITLE IX, CLERY ACT., etc.
• To serve as a member of the CARE Team: The Team goal is to identify a person(s) of concern for self-harm and/or threat to others.
• To serve on the CARE Team: the team assists students who are in need of additional support due to physical/psychological and/or financial/academic concerns etc.
• To serve as the key point staff member/expert for any medical emergency on campus; i.e. a case of documented or presumed case of bacterial meningitis; serves as the medical liaison to the Emergency Operation Command Center for natural disasters/emergencies that may occur on campus.
