Job Summary

Reporting to the Executive Director of Human Resources, this position supports other administrators and department heads, helping them determine how to accomplish objectives, creating a supportive foundation for organizational success. The position provides collaborative oversight and responsibility for employee relations issues including but not limited to, complaint resolution and investigation, grievances, appeals and hearings, performance improvement plan coordination, leave programs, worker’s compensation, unemployment claims processing, and the district’s drug screening program.

This is a leadership position responsible for developing, interpreting, and recommending policies, procedures, and course of action for employee relations issues according to established policies, guidelines, and sound administrative practices.

Essential Duties and Responsibilities

Performance Requirements
• Oversees all employee relations activities for TCCD including, but not limited to, conflict resolution, issuance of disciplinary actions, terminations, grievances, appeals, and investigations
• Serves as the ADA Coordinator to ensure College compliance for employment accommodations where necessary
• Collaborates with departments to develop appropriate workplace accommodations for employees as necessary and as required by law
• Develops policies, procedures and business practices designed to minimize workplace conflict
• Partners with management and legal counsel to discuss course of action options
• Prepares notes and reports on interviews, actions taken and requests to meet management’s needs
• Maintains a database of employee relations issues and investigations for trend analysis and proactive response solutions, including the status of all EEOC complaints, lawsuits, and other employee related legal matters
• Participate in and provide procedural information during unemployment claims and workers’ compensation hearings
• Responds to inquiries regarding policies, procedures, programs, and compliance issues accurately and timely
• Identifies the need for changes in policies, procedures, and processes taking initiative to implement within assigned area of responsibility and inform for others

Management Consultation
• Provides human resources consulting services for leaders and employees utilizing sound knowledge base of human resources theory, research, and practice
• Interprets TCCD policy and procedures for employees and leaders
• Advises leaders relating to consequences for employment and/or disciplinary actions utilizing knowledge of the local, state, and federal laws, regulations, and internal policies and procedures to guide HR service delivery
• Encourages collaborative and facilitative methods of employee supervision and conflict resolution

General Supervision and Management
• Responsible for personnel management, evaluation, and development of assigned administrative and professional-level direct reports
• Ensures that responsibilities are met in the following functional areas: employee relations, appeals and hearings, leave programs ( FMLA, ADA, LOAs, and Worker’s Compensation), and unemployment
• Participates in the resolution of employee relations issues and coordinates response to complaints

• Cultivates strong rapport with customers, internal and external stakeholders
• Visibility requires maintaining a professional appearance and providing a positive image to internal and external customers/stakeholders
• Attends the workplace regularly; reports to work punctually and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC ) as appropriate for the role
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
• Supports the mission, values and 3 goals and 8 principles of the College

Required Education, Experience, Certifications, Licensures

• Bachelor’s degree from a regionally accredited college or university in Human Resources, Management, or related field
• Ten (10) years of progressively responsible employee relations experience
• Five (5) years of experience directly managing complex employee relations matters and investigations
• Five (5) years of experience supervising employees (e.g., managing and evaluating performance of others)
• One (1) year of Title IX investigator, officer, or administrator experience

Desired Education, Experience, Certifications, Licensures

• Master’s degree from a regionally accredited college or university in Human Resources, Management, or related field
• Experience leading employee relations teams (knowledge of Texas-specific employment laws/regulations for public employers and/or higher education organizations)
• Title IX certification

• Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
• Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
• Ability to work independently, after hours and on weekends when needed
• Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint
• Skills in supervision and human resource management
• Ability to communicate effectively in both written and oral format
• Ability to establish collaborative relationships
• Ability to organize, analyze and prioritize work, and data of self and direct reports
• Skills in policy and procedure interpretation, development, implementation, and training
• Ability to exercise effective judgement, sensitivity, creativity to changing needs and situations
• Ability to effectively present complex information to diverse groups and individuals
• Ability to travel to the different campus locations for problem resolution, meetings trainings, etc.
• Thorough knowledge of and ability to apply current federal, state and local laws relating to Title IX, the Clery Act, Title VI, Title VII, VAWA, ADA, and ADAAA and employment matters, including regulations or guidance issued by the Department of Labor, the U.S. Equal Employment Opportunity Commission or other similar agencies
