Scope of Job:
To direct the strategic planning for the UTRGV Center for Sustainable Agriculture and Rural Advancement (SARA) and provide assistance in the planning and execution of diverse outreach programs and other sponsored projects. Provides high-level administrative skills that involve obtaining funding through complex and highly competitive sponsored sources; developing collaborative relationships with high-level officials within the university and the community it serves, including presidents, vice presidents, deans, executive directors, CEOs, general managers, and congressional offices; managing and overseeing complex sponsored-project budgets to tight, federal OMB standards; developing key program and project personnel to ensure performance goals are met.


Description of Duties:
• Designs, creates, develops, manages, and maintains outreach programs in business and rural development.
• Develops funding sources for outreach programs.
• Monitors and reports financial and operating performance and ensures that programs are operated effectively, efficiently, and within tight compliance parameters set primarily by the federal government.
• Successfully manages and oversees the process of securing millions of dollars of annual funding from sponsored sources to financially support the department.
• Develops short and long-range plans, conceptual designs, budget requirements and documentation for assigned area.
• Develops, implements, and provides training policies, standards, guidelines, and security monitoring processes in relation to general control, privacy regulations, and development and operation of the University’s infrastructure.
• Monitors the formulation and coordination of projects or event specifications, requirements for contracts and proposals, and associated documents.
• Ensures that programs are operated within federal standards set by 2 CFR Part 200—Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
• Hires and develops key staff to ensure efficient and effective program operation.
• Ensures that financial and performance reporting standards are met by project directors.
• Manages program budgets to ensure that all assigned resources are efficiently used.
• Coordinates outreach programs to enhance their efficiency and effectiveness.
• Integrates outreach programs with education and research activities on campus.
• Evaluates performance of key staff to ensure continuous performance improvement.
• Develops and maintains relationships with key program stakeholders.
• Assigns mid-level management authority to key staff as programs develop and grow.
• Performs other duties as assigned.


Supervision Received:
General supervision from the Executive Vice President for Research, Graduate Studies, and New Program Development or assigned supervisor.

Supervision Given:
General supervision of assigned staff.

Required Education:
Bachelor’s Degree from an accredited university in Business Administration or a business-related field.

Licenses/Certifications:
None.

Required Experience:
Seven (7) years of progressive work experience managing financial projections and budgeting as well as developing processes and procedures. Experience in project planning, implementation, and management with including supervisory experience. Experience with proposal development, project planning and implementation as well as budgets and projections. Solid experience with resource-partner development.

Use of personal computer and ability to use Microsoft Office including Word, Excel, & Power Point.


Working Conditions:
Good, standard office environment.


Other:
May be required to work evenings and/or weekends. Constant travel will be required. Must have strong organizational skills and the ability to make effective decisions. Ability to communicate effectively both orally and in writing. Ability to interact successfully with diverse constituencies, including administrators, government representatives, and third-party agencies.
