The Director of Plant and Maintenance reports directly to the Vice President for Business and Finance and is responsible for planning, organizing and implementing a comprehensive, integrated operations and maintenance program for the buildings and grounds of CCM. The Director is responsible for direct coordination, management, and planning for capital renovation and construction in conjunction with the College Architect and Vice President for Business and Finance. Manages and directs a staff of approximately 48. Manages operating and capital budgets. As a department head affecting personnel and departments across the entire college organization, the Director must perform his functions in accordance with college policy and philosophy and be sensitive to the needs of the facility, students, staff and other administrators. This philosophy, policy, departmental procedures and the above sensitivities must be translated to all members of his department. This position has an essential employee’s verification card.

- Determines personnel needs, recommends applicants for employment and assigns personnel to specific duties.

- Establishes and maintains a comprehensive orientation and in-service training program for all departmental personnel. Evaluates new procedures for possible use.

-Prepares departmental budget, including personnel, operating supplies, and capital equipment; prepares bid lists, equipment lists and technical specifications for the Purchasing Department; recommends sources of supply for all equipment and supply needs and assists in the evaluation of equipment and supply needs.

-Establishes priorities for the accomplishment of all work performed by the department. Evaluates the quality and quantity of the work and develops and implements work standards and procedures designed to improve cost effectiveness and efficiency.

-Plans, organizes, directs and coordinates the activities of the Plant and Maintenance Department in the delivery of its services, which include custodial services, grounds maintenance, building and facility maintenance, renewal and restoration, etc.

-Establishes appropriate preventative maintenance programs to ensure that college property is maintained in a state of readiness and to extend its useful life.

-Assists the Vice President for Business and Finance and others in the planning for new and renovation of facilities. Studies plans for new facilities to determine the adequacy of space, equipment, utilities, etc., to support operation and maintenance functions. Assist in preparing new and renovated construction project budgets, including the county-funded Six Year Capital projects.

-When required, serves as the college’s field representative on new construction and renovation projects, establishes punch list or evaluates the architect’s punch list before final acceptance; maintains a file for all plans, specifications, instruction and service manuals and as-built drawings.

-Provides technical advice, consultation and direction to all elements of the department and the college.

-Attends regular and special Lands and Buildings Committee meetings.

-Performs all other duties assigned by the Vice President for Business and Finance including Departmental Goals & Objectives and Outcome Assessments of various Plant & Maintenance programs.

Qualifications - Skills: Good communication and organizational skills. Within six months of hire, must obtain an NJDEP UST Class A & B Operator certification and a NJDEP Stormwater Management Design Review certification.

Qualifications - Experience: Minimum 10 years experience in facilities maintenance/construction or related activities. Supervisory experience of 10 years is also required.
