Greenfield Community College is located in the beautiful and historic Pioneer Valley of western Massachusetts, between the foothills of the Berkshire Mountains and the fertile farmland of the Connecticut River watershed. GCC is a public community college serving over 4,800 people annually in credit courses and credit-free workshops. Known for the caring and supportive attitude of the faculty and staff, and for the broad support it enjoys from the surrounding community, the college is fully accredited by the New England Association of Schools and Colleges. In addition to a strong Liberal Arts focus, the College offers a wide variety of innovative and successful programs including Gender and Women's Studies, Fine Arts, Nursing, Renewable Energy, and Outdoor Leadership, as well as varied learning environments, from traditional classrooms, to distance learning, peer tutoring, one-on-one faculty-student advising, workforce development, and learning communities that cater to specific needs and interests. Close to fifty percent of Greenfield Community College students transfer to four-year colleges, and it is Smith College's largest source of community college transfer students. Much of the College has undergone a multi-million dollar renovation that incorporates universal design principles to meet the needs of all our students. Job responsibilities include, but are not limited to:

  • Provides leadership, vision, integrity and a team-oriented philosophy to lead the Human Resources staff in achieving strategic and operational objectives.
  • Executes the College's vision and plan for supporting and developing its human capital development.
  •  Builds a team culture that upholds innovation, experimentation, life-long learning, adaptability, institutional and personal evolution, and broad cultural dexterity.
  • Recommends learning and development initiatives that support organizational learning objectives.
  • Presents and executes innovative ideas and best practices to support process, departmental, and organizational improvements.
  • Develops, implements and maintains a comprehensive employee relations strategy that incorporates leadership effectiveness, employee engagement, conflict resolution, disciplinary actions, effective labor relations and alignment with inclusive practices. 
  • Creates and tracks accountability and performance assessment measures in support of institutional and community impact of HR related initiatives.
  • Works collaboratively with faculty and staff to ensure that human resource contacts are always professional and courteous; offers timely support and service, while promoting a customer service philosophy within the Human Resource Office.
  • Responsible for supervision of Human Resource Staff while administering and managing the Human Resource office including administration of part time and full time employee onboarding, benefits administration and compliance, budget development, and management.
  • Serves on the  President's Staff and formulates, recommends, evaluates and administers policies and procedures as required to maintain efficient and effective Human Resources management that is in compliance with Massachusetts State Board of Education, Massachusetts Statutes, applicable Federal regulations and collective bargaining agreements.
  • Manages the College's activities related to collective bargaining, including hearing and investigation of grievances and provides development activities in contract administration for designated administrative and professional personnel.
  • With a full commitment to the College's Equal Access/Equal Opportunity and Affirmative Action program, leads the recruitment, screening, selection, and advancement and retention of personnel in accordance with law and policy.
  • Working with the Vice President for Administration and Finance and in concert with a range of college stakeholders, develops and implements the college's long and short-term personnel goals and plans.
  • Serves as the Affirmative Action Officer and Title IX Coordinator for the College;   hears complaints and conducts investigations in compliance with applicable laws and policy.
  • Works in partnership with the College's General Counsel to ensure that complaints and grievances are resolved in accordance with applicable laws, statutes and regulations; serves as primary liaison to Counsel.
  • Monitors the processes for all job evaluations ensuring that bargaining unit mandates are met as well as working collaboratively with area supervisors on evaluation processes and procedures.
  • Provides leadership for and oversight of the College's professional development activities.
  • Evaluates and monitors areas under charge for quality, cost effectiveness in resource allocation, and efficiency in operations.
  • Works collaboratively with the payroll office to implement payroll changes required by contract or changes in personnel status.

 
Requirements:

  • Bachelor's Degree in Educational Administration, Human Resources, Business Administration, Organizational Psychology or related field.
  • Two (2) or more years of experience with human resources functions at a management level.  At least two (2) years of experience in a multi-layered, non-profit environment.
  • At least three years of demonstrated ability working in collaborative and proactive manner with organized labor.
  • An understanding of public government-funded human resources. Knowledge of public budgeting procedures and policies.
  • Experience with HRIS systems and proficient computer skills, included and not limited to: Word and Excel as well as skills in database management and record keeping.
  • Demonstrated experience in promoting diversity.
  • Demonstrated experience in managing conflict and dispute resolution.
  • Broad knowledge and experience in employment law, compensation, organizational planning, employee relations, and training and development.

REQUIRED SKILLS, KNOWLEDGE AND APTITUDES:

  • The ability to organize and manage multiple priorities.
  • Collegial and team orientation.
  • Excellent interpersonal and communication skills.
  • Familiarity with EEO state/federal regulations and ADA regulations.

DESIRED QUALIFICATIONS:

  • Experience working within collective bargaining agreements specific to the Massachusetts Community College System
  • Experience with HR/CMS in Massachusetts Higher Education. Existing PHR or SPHR certification or will need to be acquired within 2 years if applicant does not possess applicable Bachelor's Degree.
