Job Summary

The Office of Budget & Fiscal Planning welcomes application for an Assistant Vice Chancellor of Budget Management ! This position manages nine staff and has oversight of the university’s $1.8 billion operating budget. Reporting to the Associate Vice Chancellor of Budget and Finance, the Assistant Vice Chancellor for Budget Management plays an integral role in planning, developing, implementing, and managing university operating budget allocations and budget principles. The AVC links the campus vision, strategic priorities, and people to provide timely and data-focused support to the CFO, Assoc. VC and other campus decision-makers. The AVC will work in close partnership with the Office of the Provost and other academic and administrative finance leaders to ensure that budget and supporting processes support the university's mission and priorities.

The AVC builds high-trust and collaborative relationships with campus partners and facilitates the identification and resolution of financial challenges as well as explores the financial impact/opportunity of central initiatives.

Who We Are

The Office of Budget & Fiscal Planning (BFP) resides within the Department of Finance and Business Strategy. The office serves as the steward of university resources and as a trusted advisor for Chancellor, Provost, and Chief Operating Officer, schools, and units across the university to support decision-making and promote fiscal resiliency. The office plays a key part in the university’s strategic and financial planning processes and works with all academic and administrative units of the university to provide budget analyses, produce projections on revenue and expense, run central initiatives, allocate and manage annual operating budgets, and other operational elements of the budget.

What Your Key Responsibilities Will Be

Budget Management
  • Responsible for ensuring accuracy, completeness, quality, and timeliness of all budgets, forecasts, and related information.
  • Advise on policy financial impacts and recommend and develop strategic financial options, modeling, and forecasting.
  • Define and implement university-wide processes, results, workflows, roles and responsibilities, training, and communications that ensure high-quality outcomes.
  • Direct preparation of and present weekly updates to Associate Vice Chancellor and prepare formal and informal reports for management, including reports presented by the CFO to executive leadership.
  • Direct, track, document, and ensure timely delivery of cyclical, scheduled, and extemporaneous requests advised by supervisor or CFO.
  • Advise all activity-based costing at the program and course level, and ensure all projects connect expenses, revenues, and outcomes to facilitate data visibility and executive decision-making.
  • Coordinate with other applicable departments to ensure results are inclusive of input from affected units.

Cross-Campus Partnerships and Engagements
  • Build collaborative relationships with CU Boulder colleagues and leadership in order to seek, identify, clarify, and deliver financial results with a high degree of efficacy.
  • Serve as a link between centralized budget/financial analysts and campus constituents to define the problem/question, determine project scope, address problems, and ensure effective and timely project completion.
  • Lead critical path and/or high-level projects and steward project members toward a timely solution through the development, presentation, and interpretation of data-dense information tailored to meet the financial expertise of each audience member.
  • Participate in job-related committees organized by partner departments, including the Campus Controller’s Office, Institutional Research, Data Analytics, and Enrollment Management.
  • Represent university leadership, Associate VC to the CFO, at campus, unit, and administrative meetings.
  • Prepare and present budget-related materials on behalf of the Assoc. VC; present as advised.

Supervision, Management, and Development
  • Supervise director and/or management-level staff within the Office of Budget & Fiscal Planning.
  • Establish and supervise staff performance and development goals, set objectives, determine priorities, and conduct coaching and annual performance appraisals.
  • Supervise and manage daily activities of production; organize and assign workflow and provide clear and direct communication to establish focus and ensure employees understand duties and delegated tasks; provide constructive feedback and support issue resolution.
  • Cultivate an inclusive work environment; encourage open communication, curiosity, feedback, and involvement in decision-making processes; build positive relationships, provide motivational support, and cultivate a work culture that challenges, respects, and engages staff.
  • Coordinate training and skill development opportunities for cross-trained personnel. Ensure business and service continuity by identifying and assigning backup project leads for all cyclical and major results.


What We Can Offer

The salary range for this position is $160,000 to $200,000, relocation is available.

What We Require

  • A Master’s degree or equivalent combination of education and experience.
  • At least six years of relevant administrative experience.
  • Two years of management experience.


What You Will Need

  • Deep knowledge of and technical expertise in higher education budgeting and understanding of budgetary operations, including the ability to develop and manage budget systems, policies and procedures, and programs that support the university’s mission.
  • Self-confident and willing to take an independent position, speak truth to leadership, and professionally advocate for a position.


What We Would Like You To Have

  • Four years of management experience.
  • Experience directing budget and finance operations for a research university.
  • Experience managing change and supporting leadership initiatives to enhance revenues, reduce expenses, and improve efficiencies.
