Founded in 1916, Sacramento City College ( SCC ) is a multi-campus, urban college that consists of a 70-acre main campus across from William Land Park. The College has two educational centers, one in Davis on the campus of the University of California, Davis, and one in West Sacramento located adjacent to the public library, community center, and civic center. SCC is a vibrant teaching and learning institution with approximately 20,000 day and evening students and is recognized as both a Hispanic-Serving Institution ( HSI ) and an Asian American and Native American Pacific Islander-Serving Institution ( AANAPISI ).

Position Summary

Under the direction of the Vice President of Instruction, the Associate Vice President ( AVP ) of Instruction (Economic and Workforce Development) provides leadership in the planning, organization, and evaluation of selected instructional programs and services. The Associate Vice President of Instruction (Economic and Workforce Development) provides administrative oversight of selected instructional divisions, particularly those focused on the delivery of career technical education and will coordinate the college’s effort to offer vital career programs for the community. The Associate Vice President of Instruction (Economic and Workforce Development) will work with the District in administering the college Carl D. Perkins Career and Technical Education ( CTE ) Improvement Act program and managing use of funds and services, monitor programs for effectiveness, and ensure adherence to federal and state regulations in the use of funds. Emphasis will be placed in growth potential of occupational/vocational programs, establishing partnerships and securing grants.

The Associate Vice President of Instruction (Economic and Workforce Development) will represent the college in state and regional occupational administrative groups and direct the development and coordination of potential partnerships with appropriate industries, high schools, community organizations and universities as they relate to career programs. The Associate Vice President of Instruction (Economic and Workforce Development) will assist in the interface of the college with state and federal agencies in our efforts to be an educational force in economic and workforce development.

The Associate Vice President of Instruction (Economic and Workforce Development) will work with administrators to develop and implement programs and strategies to address the Board of Governors’ initiatives related to workforce development and student success. The Associate Vice President of Instruction (Economic and Workforce Development) will have the opportunity to work with a wide diversity of faculty, staff and students on a variety of instructional issues.

Assignment Responsibilities

Typical duties may include, but are not limited to:

LEADERSHIP / COORDINATION :

• Providing leadership for the advancement of college’s economic and workforce development efforts.
• Providing leadership for the college in career education program development and working with deans and faculty to create and grow programs that serve the community, SCC students, and the college.
• Working with and providing administrative oversight of selected instructional areas and division deans.
• Working with and providing leadership for college services such as the Career Center, Work Experience, and MakerSpace.
• Working with faculty, staff, and administrators to incorporate the college’s career education programming into the college’s overall Guided Pathways design.
• Working with and providing administrative oversight to local, statewide, or national grants and/or special projects.
• Aiding in interpreting college programs and services to the general public.
• Participating as a management team member in general activities related to personnel, support, facilities, and funding of the instructional programs.
• Assisting Vice President of Instruction with enrollment management, productivity, and growth.
• Providing leadership through continued evaluation and improvement of assigned instructional programs.

COLLABORATION / TEAM BUILDING :

• Initiating and overseeing the development of career ladders and programs by working with college faculty, business and industry, advisory groups, and other appropriate organizations.
• Serving as a college liaison to occupational administrative groups and developing partnerships with external agencies including business and industry, high schools and universities.
• Working with and providing logistical support for the Curriculum Committee to provide technical review of curriculum submissions and program approval.
• Representing the college on local, District, and state committees as assigned by the Vice President of Instruction or college President.
• Working with faculty, staff and students to facilitate consensus and action on issues pertaining to instructional programs, including support services and technology utilization.

PROJECT DOCUMENTATION / DELIVERABLES :

• Working with Vice President of Instruction, deans, and other administrative colleagues to promote equity at the college
• Working with deans to ensure equitable access, enrollments, and outcomes for disproportionately-impacted students.
• Monitoring programs, files reports and ensuring adherence to regulations of federal and state agencies for the receipt and expenditure of funds.
• Providing administrative and technical support to the instructional services operations that may include responsibility for the college schedule, catalog, and related publications; curriculum; program approval; and instructional facilities usage.
• Working to ensure promotion/marketing of occupational programs.
• Using technology to organize, categorize, and coordinate instructional data and reports.
• Providing administrative support to the instructional services operation in enrollment management, including class scheduling, the production of the class schedule and college catalog.

TRAINING / STAFF DEVELOPMENT AND SUPERVISION :

• Supervising assigned employees and operations.
• Managing faculty contracts and accountability and in the coordination and usage of college instructional facilities.
• Coordinating the personnel selection process including developing and reviewing selection criteria, recruiting, screening, interviewing, and recommending within area of responsibility.

• Performing other duties as assigned.

The administrative assignment may include day, evening, weekend, and/or off-campus work and/or hours.

1. Have a master’s degree* from an accredited institution completed by August 9, 2021.

2. Have one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment

3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
