A. OVERALL RESPONSIBILITIES
Directs the coordination, development, planning, and implementation of all multi-disciplinary research projects of numerous international research, education, and exchange programs between the University of California and Mexican institutions of higher education. Provides support to the Director of Alianza UCMX in these different areas of responsibility. Keeps updates about latest research trends in multiple areas of science, social science, humanities and the arts in order to participate in and facilitate research groups, evaluate proposals, and advise faculty in all disciplines about their work. In concert with the Alianza UCMX’s Director, commissions and directs the coordination of special research projects resulting from Alianza UCMX’s and UC MEXUS’s Call for Proposals. The incumbent also assumes responsibility for directing, managing, and evaluating the programs that are administered with budgets just under $2 Million, a direct result of the current “Agreement of Cooperation in Higher Education and Research Between the Regents of the University of California (UC) and El Consejo Nacional de Ciencia y Tecnología” (CONACYT). In addition, the incumbent provides advice and coordination for program planning development, prospect identification and cultivation, as well as the solicitation of private (extramural) funding designated for academic research programs or special projects, within the guidelines of both Alianza UCMX’s strategic vision and the UC MEXUS mission statements.

When specifically requested, the Associate Director for Research & Innovation acts on behalf of the Alianza UCMX Director for academic institutional partnership agreement/linkages between educational and research institutions and governmental offices in Mexico, UC MEXUS (on behalf of the university) and/or any of the 10 UC campuses. In consultation with Alianza UCMX senior staff for budgetary and policy considerations, assists the Director in negotiations for financial arrangements for matching fund and cost sharing agreements between Alianza UCMX and various higher educational institutions and governmental offices in Mexico and the US. The incumbent often assumes a lead role in the coordination and facilitation of local and international academic meetings, workshops, conferences, and research symposia as well as the coordination of special visits by visiting dignitaries from Mexican offices of education and government. As requested by the Director, serves as an official representative for Alianza UCMX and UC MEXUS at professional meetings and college advisement and research programs, both in California and in Mexico. Prepares program budgets in consultation with Alianza UCMX’s Director and participates in negotiations for cost sharing support for program participants in all academic research programs.

I. Research Programs & Faculty Visits
Directly responsible for the continuation and design of international, multidisciplinary, collaborative cost-sharing academic programs. Manages research program budgets, coordinates and supervises programs, along with providing evaluative and statistical reports as requested and on annual basis.

In concert with the Director of Alianza UCMX, the Director of Research and Innovation is responsible for the planning and development of policy regarding the criteria and selection for the program participants in UC MEXUS and other research initiatives of Alianza UCMX.

a. Placement of Mexican postdoctoral fellows in appropriate UC departments and campuses for extended periods based on pre-established criteria
b. Identifies candidates to participate in postdoctoral stays and faculty visits of Mexican scholars
c. Primary liaison for student and faculty exchange visits, the incumbent communicates with academic heads and administrators to allow for appropriate academic and administrative services for program participants
d. Identifies and establishes goals and priorities for ongoing and one-time binational research programs commissioned by Alianza UCMX
e. Develops detailed annual research plans or focused projects in all disciplines, including development of specific research program goals within the guidelines of Alianza UCMX strategic vision and UC MEXUS mission
f. Provides advisement to UC Chancellors, graduate deans and program coordinators to facilitate the application process to Alianza UCMX and UC MEXUS commissioned research projects
g. Provides academic and professional advice and guidance to postdoctoral researchers and faculty from both UC and Mexico institutions of higher education and research, along with local, state and national government offices in both countries
h. Establishes promotional activities to encourage research projects between Mexican institutions and UC campuses, thereby facilitating the collaborations, visits and exchanges between students, postdoctoral researchers and scholars between Mexico and the US for Alianza UCMX-commissioned research
i. Responsible for ensuring that appropriate UC and any applicable international policies regarding selection criteria and research guidelines are followed
j. Provides analyses of program activities from both a professional and an academic basis and submits these analyses as requested in annual report form to the Alianza UCMX, UC, CONACYT and various government agencies in Mexico and the US
k. Responsible for providing timely reporting and program evaluation consisting of data, narrative, and financial statistics.
l. Other bilateral research endeavors

II. Development Activities
a. Works with the Director and senior staff of Alianza UCMX in marketing specific international research programs to various funding sources
b. Prepares written reports or provides special materials for donor or grant funding agencies as requested
c. Provides advice and recommendations to Alianza UCMX Director for potential collaborations for cost share programs with UC departments or campuses, institutions of higher education and research in Mexico, and governmental agencies in both Mexico and the US.

III. Committees
a. Develops and manages credible application and peer review processes, eligibility criteria, evaluation criteria, and in collaboration with the administrative director, terms and conditions of awards and presents to committee members
b. Serves as an ex-officio member and facilitator of both programs advisory committees and the UC MEXUS advisory committee
c. Presents results of review processes and makes recommendation from committee consensus to the Director for the allocation of funds to projects

IV. Graduate Student Programs
a. Directs the design, implementation and evaluation of an international cost­ sharing graduate education program for concurrently enrolled students at UC
b. Responsible to work within a specified budget, coordinate, supervise and evaluate the process, whereas students from top level higher educational institutions in Mexico are recruited to attend their graduate studies at one of 10 UC campuses
c. Responsible for the planning and development of selection and participation criteria for program participants and ensuring the criteria is followed
d. Develops detailed annual program plans, development of specific graduate student programs goals within the guidelines of Alianza UCMX and specifically UC MEXUS mission
e. Provide recommendations for exceptional enrollments in graduate student programs
f. Provides academic advice and guidance to graduate students
g. Communicates with Academic unit heads to allow for appropriate academic services to program participants
h. Supervises staff to identify appropriate UC degree programs, apply UC policies, orient students and faculty during the application process
i. Provides advice to UC Chancellors, graduate deans and program coordinators to facilitate the application process to UC and collaborates with various UC faculty and administrators to enhance academic success of program participants.
j. For purposes of reporting and program evaluation, designs and evaluates tools to analyze the quality of the UC MEXUS fellowship program and UC graduate programs, and the performance of graduate students.
k. Responsible for the design and implementation of analytical assessment tools and collection models for evaluative data, narrative, and financial statistics, academic performance and the productivity of fellows in all international academic programs.
l. Provides analysis of program activities from both a professional and an academic basis and submits these analyses as requested in annual report form to the Alianza UCMX Director, UC, CONACYT and various government agencies.

V. Grant Programs
a. Directs all UC MEXUS and other Alianza UCMX competitive grant programs, in all disciplines
b. Develops and directs special grant programs in focused topics
c. Advises potential grantees on the applicability of their proposed work to UC MEXUS and other Alianza UCMX priorities and programs
d. Designs and directs the development and manages credible application and peer review processes, eligibility criteria, and evaluation criteria
e. In concert with the Director, designs and directs the implementation of terms and conditions of awards for all grant programs
f. Designs and directs the development of tools to analyze the results of review processes and make recommendations to the Director for the allocation of funds to projects
g. Through the efforts of others, responsible for directing the process of monitoring progress of approved projects
h. Advises principal investigators concerning programmatic difficulties or questions
i. Develops content for and designs annual and special calls for proposals
j. Directs the process and directly supervises and evaluates employees who are responsible for tracking all grant information, maintaining database and grants records and providing administrative support for committee and special meetings
k. Develops and directs the organization for special meetings, workshops and conferences related to the grants programs
l. Provides analyses and recommendations for exceptional funding for projects submitted outside the annual UC MEXUS or other Alianza Call for Proposals.

VI. Other
a. Works in collaboration with other senior staff maintaining academic writing standards and providing editing for all publications generated by UC MEXUS and other Alianza’s research program
b. Edits and provides materials and advice for items posted on the Alianza UCMX website

B. MINIMUM QUALIFICATIONS

  1. Training and academic preparation leading to a Ph.D.
  2. Requires an in-depth understanding of graduate level education and research programs at higher educational institutions in both Mexico and the United States.
  3. Ability to communicate in both English and Spanish at a professional academic and administrative level is necessary and an integral requirement of the position.
  4. Demonstrate ability and experience in data analysis and report writing.
  5. Ability to present themes, ideas, concepts and programmatic information in a clear concise manner to a variety of constituents.
  6. Ability to analyze and interpret data to design and implement an evaluation plan.
  7. Ability to supervise others and evaluate their work.
  8. Demonstrate strong quantitative and qualitative analytical skills.
  9. Demonstrate experience with, and the ability to work effectively with others in analyzing, modifying, implementing, and evaluating academic research programs.
  10. Skill in writing concise, grammatically correct analytical or narrative materials.
  11. Ability to communicate persuasively to both a general and specific audience, both orally and in writing, regarding programs in higher education and research on topics of mutual interest to Mexico and the US.
  12. A working understanding of academic, research, and education functions, and the operation principles of a major research university environment.
