Vice Chancellor for the WV Community and Technical College System
This position serves the West Virginia Council for Community and Technical College Education (Council) located in Charleston, West Virginia.
The Vice Chancellor reports to the Chancellor and is responsible for the vision and leadership of Council initiatives in the areas of program development, workforce development, technology innovation, program recruitment and retention, grant management, and the delivery of community and technical college education.
Duties and Responsibilities: Provides leadership and direction for strategic and operational planning and financial management through a collaborative budgeting process. Directly supervises staff in the areas of Workforce Development, Perkins, grants and special projects. Articulates and communicates the role of the System in creating an educated, skilled, and adaptable labor force that is responsive to the changing needs of the economy of the State and in promoting local, regional, and statewide economic development. Designs and develops new statewide or regional initiatives and programs directly related to community and technical college education and in accordance with the goals of the Legislature and the public policy agenda. Provides advice and assistance to Council institutions in the areas of program development, technology implementation, and workforce development. Coach and train existing staff and institutional leadership about national best practices and rationale for innovation in community and technical college education. Serves as program liaison for the Community and Technical College system to local communities, the West Virginia Department of Education, the West Virginia Development Office, Workforce West Virginia, apprenticeship programs, employers, and other constituent groups.
Required Knowledge Skills and Abilities: Ability to demonstrate successful leadership experience in developing and implementing strategic planning, direction, and vision for a large entity with multiple organizations. Willingness to embrace and be able to demonstrate an in-depth understanding of the community and technical college philosophy. Ability to solve problems creatively, make decisions in a fair and consistent manner and to work in environments that are organizationally complex with differing points of view.
Minimum Education and Experience Requirements: Master’s degree and a minimum of eight years senior executive experience is required. Doctorate preferred. Experience should include working collaboratively and innovatively with business, industry, legislature, government, community organizations and public and private education institutions. Strongly prefer experience with career and technical education programming and federal funding. Perkins Grant experience strongly preferred. Extensive experience in workforce development is desirable.
