Position Purpose: The HR Benefits and Compliance Manager (MBC) supports learning through general oversight and coordination of the university's human resources functional areas of benefits and leave administration, workers compensation, employee relations, compliance, and human resources information systems (HRIS). The MBC provides oversight and assistance to the Human Resources Coordinator position and is responsible for assisting the Senior Director of Human Resources (SDHR) with the development and implementation of new policies, services, and programs to meet the needs of the campus community. This position acts as back-up to the Senior Director of Human Resources.

  • Essential Job Functions:

  • 1. Serves as subject matter expert for all University employee benefits; leads in the administration of insurance benefit programs, works closely with HR staff, broker and benefit carriers for overall benefit administration, leads in the enrollment of eligible employees and dependents, resolution of benefit issues, and assists in the review and annual renewal process.
  • Counsels employees and manages the university’s FMLA, disability, worker’s compensation, and leave administration programs.
  • Maintains current knowledge of federal and state regulatory requirements in order to actively support the University’s compliance efforts and reporting pertaining to personnel matters.
  • Manages the university’s various tuition remission programs.
  • Oversees HRIS administration acting as the in-house expert in providing guidance and in crafting and providing HR reporting. Works closely with the HR staff to assure integrity of files and documents.
  • Provides operational oversight and assistance to the Human Resources Coordinator position.
  • Assists managers with employee relations issues involving employee concerns about policies and procedures, accommodations, and other workplace issues related to responsibility areas.
  • Assists with development and execution of human resources (HR) policies and programs in support of the university’s business operations such as compliance initiatives and employee benefits.
  • Develops and leads employee communication programs to keep employees informed of their benefits and current HR issues.
  • 10. Assist the Sr. Manager for Human Resources on projects or other institutional objectives as needed.


  • Essential Job Requirements:

    Education:

    • Bachelor’s degree in related field required. Professional HR certification desired.


    Experience:

    • At least five years related experience with at least three years in an HR leadership role. Experience in higher education or not for profit settings is strongly preferred.


    Skills:

    • Strong HR generalist knowledge with understanding of employment, benefits, leave administration, payroll, workers compensation, employee relations, and other HR functions.
    • Ability to process and explain complex legal and technical concepts.
    • Excellent computer skills; knowledge of report writing software preferred.
    • Strong leadership and communication skills.
    • Ability to handle multiple tasks with attention to detail.


    Physical Requirements:

    • Ability to spend long periods of time at a computer work station.
    • Ability to move about campus and other locations.
    • Minor lifting requirements, such as files or copy paper boxes as needed.
    • Ability to use general office equipment.
    • Ability to interact in person, via electronic media, and on the telephone.
