Position Summary

Construction Managers oversee the planning, development and implementation of facilities and construction projects and prepare documentation/reports for leadership evaluation.

Required Knowledge, Skills & Abilities

Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources. Identifies business strategies and incorporates goals and objectives that work towards the strategic direction of the Dallas College.

Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Conducts various needs assessments to determine organization and/or business needs; delivers specific organizational goals and assesses effectiveness of program to broaden and enhance client services. Must be able to work independently and in a team environment.

Ability to serve as a liaison for the district to identify internal and external entities suitable for project needs including governmental agencies, public and private business. Provides leadership to individuals or teams charged with the responsibility of accomplishing a variety of goals or tasks and serves as a facilitator for process improvement to meet business needs.

Strong human relations and collaboration building skills are a must. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions. Interprets policies/procedures and issues appropriate directions for their implementation. Plans and administers the funds of the organization according to the approved budget.

The ability to listen to and understand information and ideas presented through spoken words and sentences. Advanced presentation, oral and written communication skills to be able represent Dallas College and interact effectively with individuals from diverse backgrounds. Ability to provide exemplary customer service.

Physical Requirements

Minimum Knowledge and Experience

Bachelor’s degree or higher in related field plus six (6) years construction project management experience and four (4) years of project supervisory experience (preferred degree (Bachelor’s or higher) in Engineering or Architecture), or Associate’s degree in related field plus eight (8) years construction project management experience and six (6) years project supervisory experience, or fifteen (15) years construction project management experience and eight (8) years project supervisory experience.

Demonstrated experience in major construction management, processing of project documents and budget management. Demonstrated experience utilizing an e-procurement system (such as Jaggaer) and a project management system (such as Projectmates). Must have current and valid driver’s license required for off-site travel. Official transcripts will be required. ***Will be subject to a criminal background. Some positions may be subject to a fingerprint test.***

Essential Duties and Responsibilities

Responsible for the oversight of new construction and/or major maintenance and renovation projects from inception to completion. Demonstrated experience in management of various construction projects, including architectural, roofing, paving, MEP systems and infrastructure. Ensures compliance with Dallas College policies and procedures and federal, state and local laws, codes and regulations. Promotes energy efficiency and sustainable practices in project execution. Maintains project schedules and budgets.

Selects and manages architects, engineers and consultants. Negotiates and prepares contracts utilizing the College’s procurement system. Ability to understand and analyze technical drawings and specifications. Coordinates and issues final project documents for procurement. Analyzes and recommends award of bids.

Performs construction management duties including administrative services of processing submittals, shop drawings, RFI’s, schedules, analyzing and approval of proposed change orders and pay applications. Directs construction progress meetings and maintains project meeting minutes. Maintains oversight of construction for adherence to contract drawings and specifications, schedule and safety practices. Coordinates field testing and inspections. Ensures project completion. Responsible for obtaining and retention of project files, including close out documentation, in Facilities Management project software system.

Ability to develop and maintain strong working relationships with staff, administrators, faculty and outside contractors and consultants. Works independently and on teams with individuals from multi-cultural and diverse backgrounds across organizational boundaries. Ensures projects are aligned with the overall mission of the Facilities Management department.
Maintains high ethical standards. Must have excellent interpersonal, communication and time management skills. Must be able to handle multiple tasks simultaneously and adapt to change.

Reports to: Sr. Director of Facilities (Construction Management)
