Job Description

The Office of Planning and Budget (“OPB”) seeks a dedicated professional to join our team. OPB serves as a steward of resources and trusted advisor to University leadership to support decision-making and enable strategy.Reporting to the Senior Director, Budget, Planning and Analysis, the Senior Manager, Enterprise Budget & Planning System (“Senior Manager”) serves as the lead administrator and program manager for ASU’s enterprise-wide budget and planning system, Workday Adaptive Planning. The Senior Manager uses a collaborative and consultative approach to working effectively across stakeholder groups to support, maintain, and enhance the Workday Adaptive Planning application for planning, modeling, budgeting, forecasting, and reporting needs. ASU’s budget and planning system supports a $3.8 billion dollar operating budget and roughly 400 end users. Serving as a subject matter expert for budget and planning systems, the Senior Manager works closely with budget units to deeply understand their business processes and needs to deliver budget system technology that facilitates improved practices in resource planning, allocation, management, and reporting. This work includes operational budgeting and forecasting, multi-year financial planning, and in the future, tuition and financial aid planning.This position may work from an office on ASU’s Tempe campus, or alternatively, from a remote work location provided that the individual works on a schedule that mirrors that of their Tempe-based colleagues.

Essential Duties

  • Serves as a functional subject matter expert (SME), responsible for overseeing, managing, maintaining, and functionally supporting the Workday Adaptive Planning application.
  • Gains an understanding of business requirements to identify opportunities for improvement within financial, budget, and HR applications as it relates to the annual budgeting and planning process; proactively takes the steps to consider alternatives, makes recommendations, and supports the implementation of system enhancements.
  • Initiates and supports requests for enhancements to Workday Adaptive Planning to meet the changing needs of the business; this includes partnering with stakeholders across the university to host discovery meetings with end users and business and technical staff; defining and documenting functional requirements; tracking development; coordinating user acceptance testing and documenting training needs.
  • Responsible for developing and updating sheets, formulas, dimensions, attributes, hierarchies, and versions to support enhancement requests.
  • Maintains a working knowledge of the Workday Financial and PeopleSoft HR systems, which feed data into Adaptive Planning. Builds and maintains effective working relationships with the system administrators of these systems.
  • Builds and maintains an effective working relationship with the University Technology Office to facilitate support needed for integrations, Service Now, and other services provided by that office.
  • Responsible for monitoring, maintaining, running, and validating data and metadata integration processes. Coordinates with partners to rectify data issues or processes that can’t be solved independently. 
  • Troubleshoots application issues encountered by the business and follows up proactively by opening Service Requests (SR’s) to Workday as needed.
  • Supports user acceptance testing. Develops real test scenarios according to system/process requirements, documenting expected outcomes and results. Tests and validates expected outcomes, troubleshooting reported issues and documenting results.
  • Performs regression testing on previously executed test cases to ensure existing functionality performs as expected after new releases.
  • Evaluates needs and works with functional leads to design user training, documentation, and business process workflow design. Provides application knowledge, support, and additional training for users.
  • Remains current on the latest Workday Adaptive Planning technology releases in anticipation of future business needs and/or to improve productivity and capabilities. Understands the impact of technological change on the organization.
  • Establishes and maintains user access and security.
  • Participates in periodic upgrades and restructuring of enterprise systems, supporting definition and development of reporting requirements.
  • Represents the university on internal and external committees involved in a variety of institutional issues.
  • Supervises and oversees project teams and student workers.
  • Performs other duties upon request.

Minimum Qualifications

Bachelor’s degree in a related field and five (5) years of experience in financial systems administration or financial business analysis; OR, any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.

Desired Qualifications

  • Evidence of a Master's degree in related field, such as Business Administration, Business Analytics, Data Science, Computer Science, Management Information Systems, Public Policy/Administration, Finance, Financial Engineering, Economics, or Higher Education Administration
  • Relevant work experience, preferably in higher education, non-profit or government.( 10 years)
  • Experience with Workday Adaptive Planning, including configuring Workday and non-Workday integrations, and a working knowledge of sheets, cubes, modeled and linked accounts, and HTML and Office Connect reports.
  • Demonstrated knowledge of the principles, concepts, and practices in budgeting, strategic planning, information analysis, forecasting, reporting, and assessment.
  • Demonstrated knowledge of financial processes, accounting systems, student information systems, and cloud-based planning and budgeting applications; experience overseeing metadata and data integrations.
  • Experience working with complex data in a relational database environment.
  • Experience in identifying appropriate data sources, extract and manipulate data from multiple and diverse database sources by designing, refining, and running complex data queries.
  • Experience in identifying application inefficiencies, generating possible solutions, testing, and implementing improvements.
  • Experience in technical and analytical abilities; ability to write intermediate to advanced Microsoft Excel macros and formulas.
  • Experience in synthesizing large amounts of complex detailed materials for presentation and review to varying audiences. Must demonstrate excellent written and oral communication skills.
  • Experience in using effective interpersonal communication skills to obtain and convey information related to job responsibilities; comfortable in regular interactions with mid- level, and occasionally, senior-level administrators of the university.
  • Experience in planning and organizational skills, including the ability to successfully manage multiple, complex, high priority projects on deadline, often working with interruptions, a changing workflow, and potentially competing priorities in a fast-paced work environment.
  • Experience in working independently (with limited, but appropriate, direction on more complex matters) and within small and large teams.
  • Experience in synthesizing information while effectively managing details and multi-tasking.
  • Experience in taking initiative, demonstrating resourcefulness, and displaying a sense of urgency and personal accountability in achieving results.

Working Environment

  • Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding, and manipulating a computer mouse.
  • Required to stand for varying lengths of time and walk moderate distances to perform work.
