Chief Technology Transformation Officer

Position Function:

The Chief Technology Transformation Officer (CTTO) will report to the Provost of the University and serve as a strategic advisor to the executive team at Mississippi State University. The CTTO will lead transformational change of strategic initiatives involving information- and technology-related processes. As a key partner to the Provost this person will enable IT strategy execution, coordination across transformation initiatives, and stakeholder alignment and change leadership across the university to deliver transformational initiatives resulting in short-term and long-term value. Crucial to this role will be an exceptional ability to form relationships with all stakeholders and university leadership, deep expertise in “running IT as a business” process improvement, agility, and communication skills.

The CTTO will manage the university’s overall IT budget. This person will work collaboratively across departments to achieve the university’s strategic goals. To do so, this person will oversee the IT Transformation and manage the team and needs to deliver the IT Improvements Roadmap and designated initiatives from the university-wide strategic plan. This executive must drive organizational stability, anticipate and respond to change, and promote innovation, build relationships, support a diverse and inclusive environment, and leverage the talent and commitment of the ITS organization, executive team and staff.

The CTTO must also have an intimate knowledge of trends in IT, and anticipate and proactively forecast challenges and opportunities to position MSU as a leader in information and technology. The CTTO thus must have a network in both business and academia, and represent the university well in this regard.

Essential Duties and Responsibilities:

• Lead and drive improvements to the ITS organization as defined in the university’s IT
Improvement Roadmap. Identify additional improvements over time.
• Establish and lead Transformation Management Office governing all improvements and
managing stakeholder perceptions and understanding of changes.
• Oversee transformational initiatives to ensure cross-coordination, cohesive solution, and
manageable impacts to stakeholders.
• Provide regular updates to university leadership on progress of Transformation and
present key decisions with supporting options and impacts clearly articulated.
• Lead development of strategic plan for the IT organization through customer interactions.
• Collaborate with Chief Financial Officer to develop and manage a complex financial portfolio
for long-term financial viability and to maximize resources and investments to support
MSU’s strategic plan.
• Facilitate prioritization of work and govern approved work to ensure delivery success and
mitigate issues and risks.
• Chair a re-envisioned IT Council, composed of senior university leadership, to review IT
and assigned strategic initiatives for progress, risks, issues, decisions, and spending.
• Drive innovative thinking to identify new revenue streams.
• Measure and manage hard (financial) and soft (cultural) transformation metrics and goals.
• Monitor advancements in technology to discover ways for the university to gain
competitive advantages.

Minimum Qualifications:

• Minimum of 15 years in IT experience, with emphasis on experience in interactions
between customer and technology organizations
• Bachelor’s degree in related field
• Demonstrated experience in leading large organizations – 100+ people. Experience
building and leading diverse teams.
• Ability to develop forecasted revenue and costs for an IT organization and structure / guide
spend based on desired outcomes.
• Ability to listen to customers’ needs to develop a strategic plan to achieve university goals.
Ability to understand and define the vision and articulate and drive an executable plan.
• Ability to understand need of and collaborate with business / customers and align team(s)
to architect solutions.
• Ability to make rational decisions with the best interest of the university, students, parents,
staff, and IT organization in perspective.
• Ability to build trust with customers, university leadership, and IT organization at all levels.
• Proven record of driving continuous improvements including understanding current
operations, designing an improved way of working, and managing change with
stakeholders through implementation.
• Strong ability to develop executive presentations to convey stories and complex concepts
(technology in particular) in a simple manner to non-technical people. Strong interpersonal,
operational, and technology skills, with proven experience leading transformations.

• CTTO must serve as the architect for IT transformation at MSU, building solutions, casting
vision, developing university-wide collaborations, innovating change, and advocating for
all stakeholders, especially students.
• CTTO must bring diverse experience to the role with specialized expertise aligned to
transformation needs.
• CTTO must be a hands-on leader with an ability to work in a dynamic, mission-driven
organization.
• CTTO must be an effective communicator and diplomat with strong oral and written skills.
• CTTO must engender support from senior university leadership through vision and
demonstration of transformational change.

Working Conditions and Physical Effort

• No unusual physical requirements. Requires no heavy lifting, and nearly all work is
performed in a comfortable indoor facility.
• Externally imposed deadlines; set and revised beyond one’s control; interruptions
influence priorities; difficult to anticipate nature or volume of work with certainty beyond a
few days; meeting of deadlines and coordination of unrelated activities are key to position;
may involve conflict-resolution or similar interactions involving emotional issues or stress
on a regular basis.
• Job frequently requires walking, sitting, talking, hearing, handling objects with hands, and
lifting up to 25 pounds.
• Job occasionally requires standing, reaching, climbing or balancing,
stooping/kneeling/crouching/crawling, and lifting up to 50 pounds.
• Vision requirements: Ability to see information in print and/or electronically.
• Hearing requirements: This job requires frequent telephone usage and/or participation in
many meetings. Must have the ability to hear across multiple platforms.
