The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Director of Operations in the Head Start/Early Head Start Division. 

GENERAL DEFINITION
The Director of Operations reports to the District Director and is responsible for the day-to-day operations of the Spokane Head Start (HS), Early Head Start (EHS), and Community Colleges of Spokane (CCS) Child Care programs providing quality comprehensive early childhood education and family support services. The position provides administrative leadership and is responsible for advising the District Director and working with Center Managers and Component Specialists to ensure that food service, technology, resources, and center operations are effectively and efficiently managed and meet Head Start Program Performance Standards, all regulations, policies and procedures. This position is responsible for the oversight of professional exempt and classified staff personnel and is the program’s point of contact for the unit’s classified staff bargaining unit.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES
  • Administrate the day-to-day operations of CCS's HS/EHS and CCS Child Care operations. *
  • Supervise the work of professional exempt Center Managers who are responsible for day-to-day center operations, providing direct services to enrolled families and supervision of site full and part-time employees. Second line supervisory functions include: Collaborate with the Director of Compliance and Facility Development to provide oversight of personnel hiring process, ensure classified staff and bargaining unit rules and regulations are consistently applied, review formal performance evaluations, and act as a contact with the CCS Human Resources Office and represent HS/EHS administration during hiring process. *
  • Collaborate on facilities planning and design; i.e. classrooms, playgrounds, and general facility compliance issues to meet program needs, child care licensing WACs, Head Start Performance Standards, and policies and procedures. *
  • Act as a member of the senior management team that has administrative oversight, authority and responsibility for administrative support services, program operations and staff, program services and component strategies, and contract services. Advise for long range planning of the operations division to achieve agency vision. *
  • May oversee the administration and management of the Program in the absence of the District Director. *
  • Collaborate with the Director of Quality Assurance in the implementation of quality standards; provide guidance and support management staff in developing a continuous improvement plan. *
  • Participate in budget planning. Monitor and authorize budget expenditures within assigned area, including non-federal share, for HS/EHS operations, ensuring spending is within approved budgets and is compliant with fiscal guidelines and program goals. *
  • Develop, implement, monitor and evaluate current and new program models in concert with Program Administrators. *
  • Respond to client and staff complaints, grievances, health, and safety issues. *
  • Ensure agency compliance with state child care licensing requirements. Act as CCS liaison with Washington State Department of Early Learning (DEL) and SBCTC campus child care issues. May prepare local, state, and federal reports presenting information regarding status, trends, and utilization. Respond to surveys and inquiries from the SBCTC, DEL or other outside organizations. *
  • Stay informed by attending all necessary trainings and meetings and reading all written program updates. *
  • Provide information and input with grant and contract applications related to the mission of the agency.
  • Serve on federal, state, and local advisory boards, committees, and task force groups representing the agency as appropriate. Attends training conferences, seminars, and workshops as appropriate. *
  • Serve on CCS taskforces as appropriate or requested.
  • Participate in the planning and development of annual program goals and objectives in conjunction with the strategic plan or Head Start grant application. *
  • Support and advance the CCS strategic plan, and perform related duties as required. *

COMPETENCIES & OTHER REQUIREMENTS:

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)
  • Master’s degree in Business or Public Administration, Organizational Leadership, Education or Early Childhood Education, Human Services, or another closely related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • A minimum of three (3) years of supervisory experience.
  • Knowledge of HS/EHS performance standards, policies and procedures.
  • Knowledge of Washington State child care licensing regulations.
  • Knowledge of early childhood education and family support service.
  • Ability to manage budgets.
  • Ability to supervise employees in a union environment.
  • Ability to collect and interpret data for reports and to project trends.
  • Excellent interpersonal, oral, and written communication skills with diverse populations.
  • Ability to implement policies and procedures.
  • Effective interpersonal skills.
  • Ability to use computer software related to an office environment.
  • Ability to maintain effective collaborative working relationships with program staff, parents, and community agency representatives.
  • Ability to plan, organize, and allocate resources.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals and objectives of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, community and technical college system.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
  • Five (5) or more years of experience in program administration (3 of the 5 years at the supervisory level).
  • Previous administrative experience with HS/EHS or other agencies/programs serving low-income clientele.
  • Five (5) or more years of supervisory experience.
  • Previous experience working in a union environment.
  • Previous experience working in grant funded programs.
 

CONDITIONS/TERMS OF EMPLOYMENT:

TOTAL COMPENSATION $101,647 - $105,425.
Total compensation is an estimate based upon adding the following amounts together:
  • Base compensation, plus
  • Current employer-paid health and related benefit contribution rates, plus
  • Median retirement fund contributions. 
The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa.   In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.  Prior to a new hire, a background check including criminal record history will be conducted.  Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.  Once an applicant is chosen for an interview, they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.

PHYSICAL REQUIREMENTS

CONDITIONS OF EMPLOYMENT
  • Contract 12-month position. 
  • Position is exempt from Fair Labor Standards Act (FLSA).
  • Post-Offer medical exam which includes tuberculin screening and submission of documentation indicating Measles, Mumps & Rubella (MMR) vaccination or immunity.
  • Criminal history/child abuse information check at employment. 
  • Requires local or regional travel.  If using personal vehicle proof of driver's license and car insurance required. 
  • Valid motor vehicle operator license required. 
  • Criminal background check required.
  • Documentation of educational credentials.
