Job Summary:
The purpose of this position is to supervise and assist with the security and emergency services (SES) for North Idaho College. The supervisor, in conjunction with the Director of Title IX, Student Conduct & Security will coordinate the college-wide emergency management efforts including mitigation, preparedness, response and recovery. The supervisor serves as the college liaison with first responder agencies and the NIC emergency response staff, and will administer a comprehensive approach to security management including oversight and implementation of daily security operations as they pertain to policy adherence, scheduling and manpower for NIC campuses. Must be available to work any shift.

Job Duties:


This list includes, but is not limited to the following:

  • Coordinates with the Security Director and college administration to develop emergency preparedness policies and procedures.
  • In conjunction with the Security Director, develops and implements parking services. Serves on the Coeur d’Alene City Parking Commission and attends designated monthly meetings.
  • Manages and maintains responsibility for the NIC building key and electronic access program.
  • Manages and oversees the NIC Automated External Defibrillator (AED) program ensuring units are functional and updating equipment when required.
  • Serves as a member of the college’s emergency response team and serves on campus committees relating to emergency preparedness.
  • Collaborates with emergency services staff to revise and disseminate the Campus Emergency Response Plan.
  • Ensures compliance with the Clery Act and other similar federal reporting requirements including updating and disseminating the Annual Security Report and filing of crime statistics with Department of Education (DOE). Provides training and information to Campus Security Authorities (CSA).
  • Reviews, maintains and updates the content of the security webpage.
  • Expands ongoing partnerships with local, state, and federal agencies involved in emergency planning.
  • Identifies emergency training needs, assists with the development of training programs and emergency operations drills to prepare college employees to respond quickly and effectively to emergencies. Facilitates training of college employees on emergency response and security practices.
  • Coordinates with all NIC facilities to develop, implement and facilitate best practices and initiatives for emergency response and security practices. Serves as the college liaison to the local law enforcement agencies in those locales.
  • Researches and/or reviews local, state and federal laws, regulations, and guidelines regarding the implementation of security programs and ensures NIC compliance with such regulations. Provides recommendations to the Security Director.
  • Assists with the Emergency Operations Center (EOC), coordinating and maintaining the facility to lend itself to 24-hour operations, to include communication systems and other equipment needed to manage an emergency from a centralized point.
  • During a crisis or disaster, responds to a call for specific emergency services and notifies the emergency administrative team according to policy and procedure.
  • Manages security services for the college, to include interviewing, hiring, training, scheduling, performance management, and ensuring compliance with NIC policies and procedures. Initiates corrective and/or disciplinary action when necessary.
  • Develops and maintains a current understanding of applicable NIC, federal, state, city or county laws, ordinances and policies for NIC properties.
  • Operates department communication equipment, answers telephone inquiries, receives and forwards as necessary reports of criminal activity, and acts as dispatcher for security operations when needed.
  • Confronts, detains and makes a citizen’s arrest as needed.
  • Investigates security infractions such as assault, theft, accidents, trespassing, vandalism, and drug and alcohol violations; interviews victims and witnesses to incidents; and writes incident reports. Attains law enforcement reports when required. Reviews completed reports and daily logs.
  • Reports unsafe conditions, safety hazards, mechanical failure and/or needed repairs to the proper authority.
  • Administers first aid in emergency situations, acts as back up to local law enforcement and medical personnel when requested and testifies in court as required.
  • Maintains availability and performs essential duties in the event of an emergency or college campus closure.
  • Attains and maintains status as TASER CEW (Conducted Electrical Weapon) instructor. Trains and certifies security staff on the use of TASER devices as well as the NIC use of force policy.
  • Participates on the NIC Facilities and Events Committee. Assists with coordinating security for events sponsored or hosted by NIC.
  • Maintain confidentiality at all times.
  • Maintains a positive, helpful, constructive attitude and work relationship with supervisor, college staff, students, and the community.

Minimum Qualifications
Education and Experience : Associate’s degree in law enforcement or other related area and minimum four years full-time experience in law enforcement, military or security; or an equivalent combination of related education, experience, and training is required. A minimum of two years full-time experience supervising others is required.
Must be able to successfully pass a background and fingerprint check and have no felony convictions.

Required License and/or Certifications :
Must possess a valid driver’s license. Taser Certification, Instructor preferred or ability to obtain Taser instructor certification within six months of employment. Training and certification in first aid, CPR, fire and emergency response procedures, or the ability to attain certification within six months of hire.

• Strong written and verbal communication skills
• Knowledge of Idaho laws, criminal codes and NIC policies and procedures
• Ability to train and present information effectively to small groups
• Proficient skills in operating computer, including Microsoft Office and incident reporting software
• Knowledge and working application of the Department of Education Clery Act via completion of assigned course
• Complete courses for emergency management (NIMS, ICS) as available
